Manifest Destiny is fine, but wrong colors. G/W actually seems better both for name and effect.
Win Condition is "Teh Bazorken". Seriously. 6 Mana for ANY spell in your sideboard on the stack? Try XGU as the mana cost and fetch something with CMC X or less.
The creatures seem to be ok, though the elf is VERY powerful. Especially if there's a mechanic based around having varying lands. Also, as worded, you can hold back multiple land of one type and keep fetching them. He is also perfect for fetching urzatron. So either a 2/2 with that as a CIP ability (like Civic Wayfinder) or a 0/1 with the tap ability.
Manifest destiny was originally GU and GW, but it seemed far too easy to win when you throw green into the mix.
6 mana is a lot. Maybe increase the cost by one, but, 6 mana at sorcery speed isn't particuarly optimal in most cases.

Win Condition is broken beyond belief. You could have a toolbox sideboard in a U/G deck with stuff like Wrath, Kagemaro, Kokusho, Wildfire, etc. Make it 7 mana at least.
