Retro mechanic could use a different name. Maybe Recur?
Torii- Are there going to be any lairs in your set? Also see what LSK said.
Pendant of Utushiyo Binds- For 7 mana, your creatures are free for the rest of the game, and whenever your opponents play creatures, you get free mana? Bah Ro Ken.
Koto of Ancient Bunrei- I don't know if Kami can come back as bunrei. I could've sworn that the bunrei spirits are a product of mortals' souls. Otherwise alright.
Soil Kiwi Netsuke- Silly name, and there's a typo in the game text, I think, but fine otherwise.
Sort of, but they are more flavorful for this kind of set than invasion since they are the gateway to the Honden.

I like the Retro name since flavor it brings back an old spell like Retro Video games....
Torii- There are no other lands in the set so it they're just fine as it is.
Koto of Ancient Bunrei- The Saviors players guide says that Bunrei mean "Ceremony of the division of spirits by dividing another spirit" So I think it is fine.
Soil Kiwi Netsuke- I know the name is silly but like Kiwi and I wanted to sneak a Kiwi in the set. And Thank for finding the typo.
Pendant of Utushiyo Binds- I see your point, how about it effects both players and raise the cost to eight.

Bo Of Chant's Scilence - As worded, the equipped creature can't be the target of spells or abilites (creatures share types with themselves, as with konda's banner, making the reto ability useless.
Thanks for pointing that out. I'll fix to say all other creatures etc..

Toriis - I suppose you mean 'non-Torii lands', did you just copy the text of the Lairs?
Orb of Battle Sight - Wording:
"At the beginning of your upkeep, remove the top card of your library from the game. If it is an instant or sorcery card, put a copy of it on the stack."
Pendant of Utsushiyo Binds - Too expensive, don't see it costing more than since it's symmetrical. Besides, that isn't a 'colorless mana symbol', I think it should be a 'generic mana symbol'.
Tunic of Reflected Memories - A equipment that needs 12 mana for its first use? Even estroying all permanents costed only 10 mana.
Bo of Chant's Silence - There happens to be another equipment that costs the same. Is this as powerful as that?
Oboro Mistmaker - Sweet.
Imi Haa Kanzashi - Could cost 3 and equip 2.
Sensei's Hankyu - How do you get training counters? Any other way than from the Sensei?
Soil Kiwi Netsuke - More expensive than Star Compass, but guess it's fair since it doesn't come into play tapped.

Yes, I did copy of the text but the idea behind was orginal:
"Torii are the gates to Hondens and there Myojins. I want to make triple color lands that could take you to any of 3 Hondens. That also explains why there legends since these five gatesway are the onlt of it time."
Orb: Ok, I'm using you wording...
Pendant: Generic sound correct and I'll drop it down to five instead of 8.
just in case since 4 sounds to cheap.
Tunic: I just going to leave it as it is....
Bo- Ok, The cost is going to drop to 4.
Imi- Ok, I make those cost changes
Sensei's Hankyu- Yes, There will be 4 or 5 more cards that give out training counters.

This might be an odd thing to say, but your set should be called "Rogues" not "Rogue." The singular form doesn't make any sense and Champions, Betrayers, and Saviors are plural.
