Edit: Increased mana cost to 4UU and Ninjutsu cost to 3UUU. I underestimated the cost of the creature-stealing ability. Also added P/T, which was previously forgotten. How is it now?

Fieldplaguer 3BB
Creature - Rat Ninja
Ninjutsu 4B
Whenever Fieldplaguer deals combat damage to a player, destroy target land that player controls.

wow Fieldplaguer seems really broken, but I really like the idea for Niiru, but he Ninjutsu's for way too cheap for that good of an ability, especially if it can be used more than once. Perhaps if it required that he stay tapped to keep the creature? just a thought.

Higure's Cloak lets you play 3 ninjutu's in the set for free, and makes all the other ones a hell of a lot cheaper. Should cost a lot more.
Niiru is way too cheap for what he does. Maybe, but only maybe at 2UU, definitely at 3UU.
Don't forget that to get the discount for Ninjutsu from Higure's Cloak, you have to return an unblocked attacking creature that's equipped by it, so it basically shows your opponent which creature to block. Sure, it makes some Ninjas free, but you have to clear the way for the Cloaked creature first. I believe the Equip cost for the Cloak should stay low, but I'm going to up the mana cost to 3.
Also, yes, I agree that Niiru is costed much too aggressively. Going to edit that now... and maybe I should add a power and toughness, eh?

Higure's Cloak = Not sure about the wording, but I love the concept. Very clever. I was thinking it would add to the flavor if the Cloak was automatically equipped to the Ninja that comes into play, but that could result in silly infanity combos. I also think it would be good if the Cloak gave some sort of small bonus to the creature it's equipped to. Maybe +1/+1, or better yet... "equipped creature can't be the target of spells or abilities." Mana cost could be 3, imo. Like you said, it's not quite as good as it seems because it takes all the surprise out of the Ninjitsu ability (nice for bluffing, though :)).
Niiru = It's powerful, but I don't know if it has to cost so much. Comparing it to Ink-Eyes... Gaining control of a creature in play is better than stealing a creature from your opponent's graveyard for the most part. However, Ink-Eyes is a 5/4 beatstick with regeneration while this guy is "merely" a 3/3. I think 3UU would be fine for the Ninjutsu cost.
Fieldplaguer = Looks great. Reusable LD can be dangerous, but with a five-mana price tag it should be fine.
Charging Target = Pretty cool. Could be a 1/1 imo.
Mirage-Dancer = Interesting. I like it. The uses for the saboteur ability aren't immediately obvious, but there's a lot of subtle tricks you can do with this. It's kinda like a real ninja in that respect. Cool creature type, too.

Really? I'm completely in the dark with this ninja mechanic - guessing costs, ninjutsu costs, and P/T basically randomly. It's weird enough that our (or at least my) intuitions about such things don't apply.

In its infantile state, Higure's Cloak indeed did have untargetability for the equipped creature tacked on, but I removed it to make it more elegant, and to allow me to keep a lower cost.
Hmmm... Never thought of comparing the price/size of Niiru to Ink-Eyes! Thanks.

Cost the card normally pre ninjutsu. An example:
Ninja of the Warping Winds :2mana::symw::symu:
Creature-Ninja
Whenever ~ deals combat damage to a player, remove a creature from the game. Return it to play at the beginning of your next upkeep

Now, the ninjutsu cost is what the card would cost if it were a gating creature. This should be a bargain. 1st try it out at the original cost minus one, then go from there.
