For neutrals: There might be neutrals, there might be not. ¯\_(ツ)_/¯
For bastard modding: Depends on your definition. If "manipulative roles (eg. Godfather)" count as bastard modding, then yes. If you mean Mind Screw -level bastardness, then no.
Mods do not have role in this game, there are no hidden players and there's no "you need to vote another player in order to lynch the player you want" things etc.
