That is almost exactly the hand that I submitted for the first PHM (then XCB) that I ever played.
However, I note that Mishra's Factory / Plains / Swords to Plowshares was slightly underpowered in a format where Balance / Black Lotus / The Rack was legal concurrently.
To avoid any confusion: that second hand would NOT be legal under current rules - your submitted hand can't be able to make any cards leave an opponent's hand before that opponent's second turn.
Clarification on the backbuild rules, since we have one such format in the running for a future week now.
Does the submitted hand still need to be able to beat a theoretical goldfish deck in addition to the specific deck listed as the test case? For instance, against Convoy_Avenger's proposed modification to the Inevitability build (where the opponent starts at 21 life and has, let's say an emblem that deals you 1 damage on their turn) a hand consisting of Forbidden Orchard / Treacherous Link / Pariah / mana sources would be able to beat that deck, but couldn't beat a goldfish that does nothing. Is such a hand legal?

Fair enough. I was just looking for something that would make Convoy's suggestion work within the rules (since a flat rule to say "the player who isn't the test deck takes 1 damage per turn" doesn't really work either.)
