ive noticed that repeal has been seeing alot of play in alot of decks this season. I understand completly why it is a good card. BUT...
repeal gives u card advantage which is great, and in some cases will only cost 1, but that is optimal. it will almost never cost only 1. however there are more threats in the current format than just marit lage, and a few other randoms (good randoms, but randoms none-the-less).
repeal is an epic fail vs dredge, hypergen, and AIR, which are some of the worst match ups for most decks running repeal, and dark-hex will normaly be a good match up.
where as Echoing Truth will always only cost 2. It is AMAZING vs dredge, very good vs AIR, and lets be honest... bouncing a creature against hypergen is not the optimal way of getting rid of it, however if its ur only option its better to pay 1U than 11U to bounce a colossus (or whatever u might need to bounce), even if u do get to draw a card.
echoing truth is pretty much good all around.
exaple: how many time have u found urself staring down 15+ 3/3 zombie tokens, or 2 attacking goyf / nacatl (repeal only hits 1), or even a doran or KotR (repeal will cost 4)... not to metion tezz or baneslayer (repeal will cost 6). repeal can be soooo mana hungry, as where echoing thruth will always cost 2. card draw is great, but i think there is a cap on the mana cost for it.
im starting to ramble and repeat myself... i think ive got my opinion across. but incase i didnt - long story short:
echoing truth should be ran over repeal (IMO), b/c more often than not it will be more helpful.
maybe im missing something... idk. but i think repeal is extreamly overated. plz lmk ur opinion.
First, because Repeal is a cantrip, it is easier to justify as a maindeck card. Second, most of the time repeal is being used for a tempo gain (or a tempo retain) where as echoing truth is functioning as an answer. While the two cards are both bounce spells, their utility is very different. The vast majority of your points are valid, and echoing truth is surely a good card. But you can't just replace Repeal with Echoing Truth in decks, because much of the time repeal is also being used to smooth draws and produce tempo with out a loss of card advantage.

As you stated, Echoing Truth is the catch-all for decks in need of that sort of thing. It gives my CA Faeries list a bit more pop than Repeal would, and locks up the Dredge/Depths/Zoo matchups nicely.
Repeal is a great niche card, for lists that need a great niche card. It deals with Dark Depths, and that's what most play it for. It also pushes Pithing Needle off the board, nudges away a Chalice for 0, Fogs in the early game against aggro, and helps Erayo go nuts next to Chalice/Explosives, etc.
They're both solid, solid cards in this format, and are both worthy of seeing play in certain strategies. They don't really compete for slots, though, as most of the decks running them make the decision quite obvious to begin with.
If you really need a defined winner though, I say Echoing Truth, as it rocks the Kasbah next to Hunted Horror/Phantasm (which is awesome, even if it isn't that relevant as of yet).
Repeal initially saw a lot of play in austin when dark depths was supposed to account for a large percent of the metagame, so people thought that a one mana answer that also supplied a card would be sufficient. The only problem with repeal though is it is virtually dead against every other match-up. Repeal does not bounce creatures off of a hypergenesis or bridge from below tokens. Also, frequently dark depths will be able to set a chalice of the void for one to counter the repeal, but rarely will the be able to play a chalice for two.
