Latest iteration goes on creatures that transform into Auras with enchant land:
Settle # (At the beginning of your upkeep, if this creature has been untapped since your last upkeep, you may pay 1 and put a civilization counter on target land. Then, if that land has # or more civilization counters on it, you may transform this card and attach it to that land.)
Sample card I'm making up right now:
Wandering WorshippersW
Creature - Human Cleric Nomad (C)
When ~ enters the battlefield, you gain 1 life for each untapped land you control.

Enchanted land has "W,T: Target player gains 2 life."
Things to note about settle:
1) the transformation is always optional
2) civ counters aren't removed. once a land is thoroughly civilized, it's easy to put additional settlements on it
3) it's complicated and weird and probably stupid because who wants an Aura over a creature
