It's not broken, although you can't ever lose the game to it, only your opponent. Maybe have it say "at the beginning of each player's upkeep, that player sacrifices a permanent other than Inevitable End. At the beginning of each player's end step, if that player controls no permanents other than Inevitable End, he or she loses the game."
Yes, I would like this to be an enchantment that can't be sacrificed and likely is indestructible and shroudy.

Emblems aren't necessary, I believe. This doesn't do anything that Stigma Lasher doesn't do, that is, create a permanent effect that modifies a player. Emblems are only necessary in the case of permanent, persistent effects that modify the characteristics (abilities, toughness, etc) of things on the battlefield.
That said, this would never be realistically be printed as anything other than a permanent. I know the idea of something that is truly "unsolvable" is appealing, but it's just not realistic, and isn't worth the added confusion and ugliness when you can make something that is "mostly unsolvable" and is much simpler and more elegant.
