Keep it up. Just start designing cards and eventually you'll have a set.
Thanks for viewing! I understand what you thought about the mechanic Morale, and I agree. I have changed it to triggering only on attack. On the other hand, Warfare wasn't designed as a drawback. I wanted to create spells that could function as powerful spells from Magic's history but only during combat.

Warfare is an elegant mechanic, but will be challenging to design for. You can't meaningfully embed iconic cards using Warfare. If you're seeking to be realistic, you'll have to craft some pretty clever cards. I mean, 99.99% of the time, there's no difference between:
Ancestral Tactics (Mythic) 5U
Instant
Warfare U(You may cast this spell for its Warfare cost during combat.)
Target player draws three cards.
I'm trying to tell you that Warfare literally makes the actual casting cost of the card completely irrelevant except in extreme corner cases. Hence, the mechanic itself is not inherently relevant as an option, as it is the only sensible option nearly every time. Why would anyone pay 5U for Ancestral Recall during a main or upkeep, when they could just pay U during combat? You're literally just reprinting Lightning Bolts 5-8 and better-than-Murder. Like I said, if you're seeking to be realistic, you'll have to craft some pretty clever cards.
Cool set and abilities, although I agree on the problems with Warfare. There is ALWAYS a combat step even if nothing happens in it, so unless the situation warrants it I would always wait for my own or the opponents combat step to cast a Lightning Bolt. Maybe make it dependent if there is a creature attacking? At least you would have to commit at least one creature to get the bonus, and if your opponent doesn't attack you won't get to cast it that way.
Regarding the name, did you try to avoid the word Minerva? No offense, but that the race is called Men is a bit silly. The Men men/women sounds super weird.
Morale is good but should only trigger upon attacking because multiples becomes far too mathy (for opponents) when blocking.
Warfare is meaningless as a drawback because the combat step occurs even if there's no creatures on the battlefield.

and
Ancestral Recall
LMAO. Not those powerful cards, more like;
CARDNAME 1BB
Instant
Warfare BB (You may cast this spell for its Warfare cost during combat.)
Destroy target creature.
Or the previously spoiled Lightning Strike that can be cast as Lightning Bolt during combat.
