So the Idea is this is just like a Duel Deck BUT it includes a few cards that can make them FUSE into a commander deck. There are around 10 "united cards" that can be commanders and can be used in the fused deck.
130 cards: 60 Kiora cards, 60 Garruk cards and 10 United cards. Pick 100 cards to mix and match.
Their story is they were both hunting this uber powerful BGU Legendary Monster (trying to "bond"" with it) and they battle for supremacy, but end up tag-teaming said uber monster.
Kiora's Deck is Shifting Tides. A Ramp-Tempo deck that slows and disrupts while building up a force. Themed around Sea, big and overwhelm.

Inconcistencies Highlander and 4-card
Naturally Commander has 1-card singleton while regular MtG is 4-cards.
The Duel Decks will feel very inconsistent if it has singleton cards BUT if we have singleton cards with similar effects the Duel Deck will feel consistent enough. For example 1 copy each Murder, Hero's Downfall and Putrefy will FEEL like playing three copies of Murder. Another example Garruk's Companion/Kalonian Tusker OR Clone/Rite of Replication
We could also add CAC versions of existing cards. The "Consistency Issue" only holds true for 3 CMC and Lower, as higher CMCs tend to be blowout bombs which are okay as singletons.
Duel and Multiplayer
I think we should look to cards which can function in both 1v1 and multiplayer.
The decks need to be reprints and new CAC create a cards.
- Please share your own CACs themed around the two walkers
- Please recommend which reprints make the cut, what reprint should be added and what should be cut.
Let me get this right... Two vs decks that can be shuffled together into one commander deck? Sounds ingenious. Would be nice if they were just 50 card decks so new players can literally just set aside commander and shuffle the rest together with no modifications.
I doubt that existing planeswalkers would be used in such a product - especially Garruk. It's more likely that they'd make a couple of "weak" planeswalkers like the precon Nissa and Chandra. Any new commanders would also likely be contextually strong but overall weak. I'll take a quick shot at it. One for each deck:

I think 130 is good so they can mix and match the cards. Since the cards are should work for both duel mode and commander mode.
I doubt that existing planeswalkers would be used in such a product - especially Garruk. It's more likely that they'd make a couple of "weak" planeswalkers like the precon Nissa and Chandra. Any new commanders would also likely be contextually strong but overall weak.
This is more of a "Commander" set than it is a "Intro Pack" deck, printing toned down versions like the new PW Intro pack would make the walkers very weak in commander mode. Though yes I think we can agree that the Planeswalkers should be Create-a-Card, since the reprintables are geared towards standard play and would probably be underwhelming in a commander set.

I was actually thinking that, partner can make good commander but I don't know if they should be a "United" cards or be included in the "Duel" cards. Also those partners are quite bland and basically Vanilla Creatures. Like very phytotitan. Maybe we can theme the "Partners" around Kiora and Garruk instead of the Giant UGB Legend. Like Garruk's favorite legend bear or Kiora's Sister (name is Turi)[/quote]

basically an instant and paylife versions Cultivate. I would take better CACs version of ramping, but I really think that the decks would benefit a lot with these .
I think we should make CAC versions of old cards that we choose to reprint. This is because the duel decks will suffer from inconsistencies because of the too many 1 ofs in the Duel Deck Mode. But if we have say Explore and a UG CAC alternate version of explore, the deck feels like it is playing two copies of explore. This is specially true for the 4CMC below cards.
