Here's a roadmap for the next steps, as I see them:
Finish our mini-worldbuilding guides. I'm done with Photrus and am about halfway there with Segovia. I think void_nothing is done with Kagaqeirrot?
Design and-or solicit cards for your plane. Most importantly, develop the slate of cards representing that plane's featured mechanic. Each plane's featured mechanic needs at least 10 cards; I think frenzy can probably go 15-20. Maybe shrink can, too. Photrus will have more than 10 Walls, but only 10 Wall tribal cards. I originally envisioned avow at 10 cards, plus some Aura-matters stuff to compliment it (but that's not my decision anymore). Likewise with old-school upkeep: 10 cards plus some upkeep support stuff (but I'm not in charge of it now).
Go crazy designing legendary stuff. Legendary cards don't have to be connected to one of the five setting planes (though they can be, and some should be.) I suggest posting legendary cards here, as there are some rough quotas we've talked about and we need to keep track of those in one place.
I will take the first major crack at immortalize here at some point. I know what I want it to be, I'm just busy with other stuff first.
We'll have some more discussion about the story and the set's PWs as the set takes shape.

At some point we're going to have to merge the five planes into one set (L2 is still one set) and that is going to require redesigns and hole-filling. Darlings will be killed. That's just the way it is.
Exciting thought: I'm willing to spend the time and money, and use the connections I have with various artists, to have original art commissioned for some of our marquee cards.
Well, if we're doing a set with a legendary focus, we should make the long-awaited UR artifact legend:

I'm not sure how good this is, but it definitely has a lot of room for shenanigans, which is exactly ehat a UR artifact legend wants in my opinion.
Wish I could say the same for Segovia, but I'm neck-deep in Celtiberian syllabograms and Asturian fairy tales and not a heck of a lot closer to figuring out WTF is actually going on there.
I don't know how closely people are tracking my thought process for L2. I'm gonna assume NOT with a fine-tooth comb. Anyway, one little wrinkle that I feel is pertinent that I've been talking about in bits over 10 different places, now gathered here for you:
One original skeleton for L2 had made room for 10 uncommon creatures with Grandeur, one for each color pair.
Once Grandeur shapeshifted into Immortalize, I still kind of kept to the assumption that there would be 10 immortalize uncommons in the same pairs.
Then there was some discussion about pushing immortalize down more into common, which is still what I think should be done.
So, you'll see that for Segovia and for Alezenim, I've instead gone and created a nonlegendary uncommon creature using the plane's major mechanic / theme, for the color pair in which that theme is heaviest.
My plan is still to do five immortalize uncommons in the allied color pairs.
What this means is, that if you like my thinking on this, what we're looking for is:
Kageqeirrot: a nonlegendary RW uncommon creature with frenzy.
Photrus: a nonlegendary UR uncommon creature with a Wall tribal ability.
Docaseto: a nonlegendary WB uncommon creature with avow.
Now, I don't want to push Docaseto to do avow creatures, so we can loosen it up and just say some nonlegendary WB Aura, if that's the way things are going.
This does feel good. I was never sure the mechanical/color pair linchpins should have had immortalize in the first place, and I do like the looser, ability word version of avow, although it's still scrad's call in the end.
The set has five component sub-planes, somewhat like Shards of Alara. At the moment, they are worked on half-independetly, and cards are posted there. They will be merged in the future.
Are there any cards for this set? I didn't see anything in the main post and that was in 2015!

Alright, so hopefully I can turn a little more focus to L2 now that RL has calmed down somewhat for me. (Knocking on wood.)
Here's how I think things should proceed in the immediate future:
Everybody who's in charge of a mechanically-defined plane chunk for L2 (void_nothing, scrad, and me) needs to put forward a rough draft of ALL the cards they are proposing for that chunk. That is to say, let's see all the old-school upkeep cards, all the shrink cards, all the Wall tribal cards, all the frenzy cards, and all the avow cards. I'd say, go ahead and post the cards you're proposing directly into this thread, so we can see everything in one place. If you have cards that are flavorfully-connected to your plane but not part of the mechanical chunk, you can post those, too.
Let's talk about problems and challenges. What cards from your chunk do you think are working the best? The worst? Did you have trouble getting to at least 10 cards representing the mechanic? Do we need to reconsider any of these five mechanics?
With the full slates of proposed cards in front of us, let's reconcile the various designs. Like, is there a shrink common that ended up way too similar to a frenzy common? Any egregious combos we can already see that need to be nipped in the bud? Let's flag any cards like that and think of redesigns. (Mana cost and P/T issues aren't as big a deal, right now, but if we feel like things need to be shifted around we can still do that.)
Generally just spitball opinions and feedback about the card slate. Are there designs that people just hate? Just love? What gaps do we need to fill at this point? (There will be, and should be many at this point, but it will be good to start a list.)
I'd say, try to get your rough draft slates posted here within the next week or so. I still have to design the non-tribal Walls for the Photrus chunk, so I'll be working on that, but let me know if you have any questions or need any help.

One original skeleton for L2 had made room for 10 uncommon creatures with Grandeur, one for each color pair.
Once Grandeur shapeshifted into Immortalize, I still kind of kept to the assumption that there would be 10 immortalize uncommons in the same pairs.
Then there was some discussion about pushing immortalize down more into common, which is still what I think should be done.
So, you'll see that for Segovia and for Alezenim, I've instead gone and created a nonlegendary uncommon creature using the plane's major mechanic / theme, for the color pair in which that theme is heaviest.
My plan is still to do five immortalize uncommons in the allied color pairs.
What this means is, that if you like my thinking on this, what we're looking for is:
Kageqeirrot: a nonlegendary RW uncommon creature with frenzy.
Photrus: a nonlegendary UR uncommon creature with a Wall tribal ability.
Docaseto: a nonlegendary WB uncommon creature with avow.
Now, I don't want to push Docaseto to do avow creatures, so we can loosen it up and just say some nonlegendary WB Aura, if that's the way things are going.
