A want to make a fine distinction but maybe an important one: these aren't Shards.
That is to say, shrink is a RGWU (nonblack) mechanic and it is also the only mechanic we're doing from Segovia, but that doesn't mean that Segovia is a nonblack PLANE. I'm sure I contributed to this confusion somehow.
I'm actually totally OK if we have some black cards that are flavorfully from Segovia, they just can't have shrink. I know that leads to a flavor conundrum (how can it be on Segovia if it isn't shrunk?) but there are ways to work around that, and I'm sure people can come up with something creative if we want to do that.
Now we don't have to do black Segovian cards, either, but my point is that Segovia's nonblack-ness in this set is simply a by-product of where our focus is directed on the plane, rather than a fundamental aspect of the plane itself. In this story, we only have enough time (in the sense of economical storytelling), on each of these planes to get a taste of what's there.
At least, that's how I see it. If somebody wants to rep the "L2 planes are 4-color Shards" angle, go ahead and make that case.
We could still, I think, do old-school fantasy for upkeep world while differentiating it from Raksu: Tarzan-inspired jungle stuff? Seemingly drug-fueled wackiness Wizard of Oz or "Kubla Khan" style? Or else an extremely resource-rich plane with lots of trade and intrigue, somehow done differently than Mercadia?
I don't know what, but there's something about Wizard of Oz that's on the right track, IMO. Or, if I may suggest, The Adventures of Baron Munchausen?
Maybe the idea here is that everything is essentially a tall tale, a fanciful exaggeration, and the upkeep cost represents the commitment to telling a whopper of a good story.
Oh, and I like scrad's medieval siege world idea for Walls too.
Well, so... here's where I diverge on that.
It doesn't inspire me to a lot of different or varied designs. I'm thinking "Castle Wall", "Bigger Castle Wall", etc. I don't feel like there's 10-20 cards there.
What I'm wanting to do is to get WEIRD. Basically, to push the idea of "Wall" as far as it can go. I want to do strange, conceptualthingslikeLegendsdid. So, I'm imagining this world as an endless labyrinth of diverse and unexpected puzzles, dangers to surmount, obstacles to overcome. Let's be honest, I think you've got to pull out all the stops to make the idea of Wall tribal work. I don't think you can restrict it to one milieu, such as a medieval castle siege world.
You make a good point - maybe we could overlay the ideas? Something with warring kingdoms and sieges as the plot for the labyrinth world?
EDIT: I'm also not suggesting the worlds are four-color shards, just that that's what we're choosing to represent - see what Magic Origins did with its ten planes.

The setting for Old School Upkeep was circling around a new plane with elements of "The Wizard of Oz", "Paul Bunyan", and "Baron Munchausen". Basically, the "big idea" was that it was a setting of tall tales and great exaggerations come to life, wherein upkeep represented belief in, or commitment to telling a good story. void_nothing had intimiated, and I concur that this might work as an American folklore plane, especially if we work in some Mark Twain-ian satirical / political elements. When I think of this place, I can't help but think about Bioshock Infinite and its nutty, fantastical alternate-history setting. HOWEVER... none of this is set in stone, and I'm not ready to tamp it down, yet, so if you have a great idea for this, please pitch it into the pot!
In a similar vein, we're searching for a setting for Avow, the Aura-token-making mechanic. void_nothing had suggested Shadowmoor, and I'm still open to that, but I think we need to cook this one with a few more ideas. Theros is a possibility I had considered and dismissed, but I'm also willing to reconsider it. We're talking about a returning plane for this one, but it wouldn't have to be, if we decided to tap a returning plane for old-school upkeep, instead. I think we just want one familiar plane in the mix, and it has come down to these last two themes to make it fit. I am of the belief that avow would benefit from support by enchantment creatures, but that's not a hard requirement, necessarily. It may even prove to be developmentally challegning, I don't know. Anyway, I think there's once again room for a pitch to be made here, and for somebody to take charge of it if they have an idea they're passionate about.

Mabybe this world is, unbeknownst to its residents, a giant, Matrix-like theater, where the heroes and the players are the same? New alliances are constantly formed and broken, all at the whim of the unseen dragon? This world could have a theater flavor, referencing great plays, operas, shows, and so forth, because theater and drama are all about the interactions between people. I'm aware that this kinda conflicts with Wizard-of-Oz land, but I just really like the idea.

It wouldn't always sacrifice them, but its avow cards should be able to use other enchanted creatures for its own benefit or yoursl. What do you think?
EDIT: The idea behind the (relative) lack of red is that while people do feel emotions and act on them, those emotions are almost entirely programmed for the dragon's purposes.
So, I'll lament again the fact that we don't have an effective tool for gathering all of our latest thoughts and decisions about the mechanics.
I believe there was some earlier agreement that avow needs to expand beyond my original Logos concepts and the idea of "Aura pairs". I think one or two cards like my Logos designs could work, but the design space is ultra-tiny if we force avow to be just that, and so I think we need to expand its purpose to encompass Aura token creation in general, otherwise I doubt we can make it to even 10 cards with avow (which I consider the minimum).
The good news is, opening it up like that increased my confidence 1000% that the mechanic can work in L2. Which is part of the reason why I haven't worried about avow as much as the other mechanics. Why I'm saying all of this is, I don't think that the "Aura pair" mechanics of my Logos cycle need to dictate the flavor of the world we visit for avow. And since I saw you riffing on the Aura pair idea pretty heavily, I just wanted to say that you can lift that restriction from yourself.
All that said... I LOVE the idea of the avow Elder Dragon as a secret manipulator, mind-controlling its populace, who probably don't even know he/she exists. It's different than the other Elder Dragon concepts, so far, and it makes him/her seem really dangerous, which is great. So, I want to back that notion in the STRONGEST way possible. It's also a GREAT flavor match for the mechanic, so double kudos to you on that one. If you want to jump off with the "Wizard of Oz" idea for this plane, and go in a different direction that I was going with it, that's also perfect.
So, finally, I feel pretty strongly that we should not tread too heavily on our returning plane, and not try to change its fundamental mythology in this set. I feel like the idea of "massively powerful Elder Dragon who secretly rules the world through Aura manipulation" would be a BIG change to either Shadowmoor, Theros, or probably anywhere else familiar, so we shouldn't do this one as the returning plane. I think that if you want to keep developing your idea out as a brand-new plane, you should do that. I think you have some great ideas and I'd like to see what else ya got.
This means, of course, that oldschoolupkeeptopia would need to be re-skinned into our returning plane, but I'm OK with that. I'll save the Americana concept for another time. I think there are good options for the upkeep plane, so I'll gather my thoughts and post them in a bit. But until then, what does everybody else think? Shandalar, as previoiusly presented, is hookless and generic. It's Dominaria Lite. But the idea that Shandalar has an overabundance of mana is the central conceit of the plane. But what does that even mean? You can't really express it in terms of card design, not on a large scale. But if that central conceit were to be threatened? All of a sudden you've got a hook. What was bountiful is now scarce. It's suddenly an eco-parable. How do the residents of Shandalar make do? Does it have to be an apocalypse, or can life persevere?

Imagine the Elder Dragon being the version of Boss Tweed from Thomas Nast's cartoons cranked up to 11, with Gilded Age corruption running wild as blustery frontiersmen begin to discover that they may not be able to indiscriminately use their resources for much longer... I don't think it matters that much. In the end, we're going to have a certain number of cycles of multicolored cards in L2, a certain number of cycles of legendary cards in L2, a certain number of cycles of legendary multicolored cards in L2, and ultimately the criteria for what makes it in those cycles is "are they good cards?"
The five individual 4-color planes are really just an organizing principle for the set mechanics. So, as long as we're not doing upkeep in white, frenzy in blue, shrink in black, avow in red, or Wall tribal in green, and generally sticking to the color weights as previously defined, it's fine if we have, say, a black Segovian planeswalker. Or a blue legend from Kagaqeirrot. We just have to keep the major set mechanics organized in the right colors.
I should also add, whatever you do, the plane "manager" is the final arbiter for flavor stuff. That means:

Shandalar, as previoiusly presented, is hookless and generic. It's Dominaria Lite. But the idea that Shandalar has an overabundance of mana is the central conceit of the plane. But what does that even mean? You can't really express it in terms of card design, not on a large scale. But if that central conceit were to be threatened? All of a sudden you've got a hook. What was bountiful is now scarce. It's suddenly an eco-parable. How do the residents of Shandalar make do? Does it have to be an apocalypse, or can life persevere?

The five individual 4-color planes are really just an organizing principle for the set mechanics. So, as long as we're not doing upkeep in white, frenzy in blue, shrink in black, avow in red, or Wall tribal in green, and generally sticking to the color weights as previously defined, it's fine if we have, say, a black Segovian planeswalker. Or a blue legend from Kagaqeirrot. We just have to keep the major set mechanics organized in the right colors.
