Evis’ Mandate – mechanically this is fine but it isn’t a “mandate” and should be uncommon.
Frontline Purifier – THIS on the other hand should be rare! cool card. I really think it should be RW
Guardian of Lucidity – It seems like this should be “whenever a spell…” rather than “if a spell…”.
Heroic Return – there’s no need for “up to one” other than fueling storm. so no.

Sanctity of Sleep – this is bass ackwards and overcosted. think about it.

I have actually tried dozens of similar variants to get the wording just right, the problem I found with the wordings you have suggested is that it reads like a downside due to mentioning that tapped creatures can block it first. Like obviously its the same mechanically but putting the downside first definitely effect's people's perception of the mechanic. Especially if they don't read it carefully.

They both exile Banishing light style but the decks and situations in which each are useful are very very different.

Vigilance obviously creates feel bad situations about Dreamwalk, which is "interesting" but not necessarily super fun. Also large toughness dreamwalkers clog up the ground, thus allowing them attack unhindered making this card a fair bit better as a common that it looks.
Evis’ Mandate – mechanically this is fine but it isn’t a “mandate” and should be uncommon.
What do you mean? The Mandates are a cycle of rares (previously uncommons) that are modal spells with flashback. They are all reasonably powerful though they will certainly undergo some tweaking.

Glad you like the card. i'll be keeping it at uncommon however. Its clean, plays well in draft and is well costed.

Its a replacement effect to make it work with copies and other stack objects that are not cast. Thus the wording is correct.

I'll change the wording. Also the flashback off color cycle doesn't work that way in the set. Thus the current colors.

Its a little unfortunate but each of the cards have been playtesting well enough that I'm not inclined to change it.

Evis’ Mandate – Right now this is literally Knight Watch with a Dauntless Onslaught mode and flashback. It’s a total dud rare. I’d be infuriated to get this as a pack rare. I have an idea that would spice it up – when it’s flashed back – choose both. But even then it’s still just uncommon material. I’m not saying it’s a bad card, just that it’s a bad rare. A terrible terrible rare.
Frontline Purifier – For some reason I thought this was an Angel with flying.
Protect the Dreamer – It is an instant and I’m an idiot.
Recumbent Bliss – ahh, right my bad. a reprint from back in the “you may” days
Aleen’s Mandate - bounce two creatures for SIX mana and another two creatures for EIGHT mana =/= bounce four “things”. It’s a last pick rare.
Counting Sheep – sheep are 0/1 green – Ovinomancer (despite Flock of Rabid Sheep). I realize all bodies aren’t perfectly proportioned in Magic, but Sheep shouldn’t be Bears imo. Maybe 2/2 Boars like Curse of the Swine?
Dreamglider Mori – Is there anything that enters the battlefield tapped or makes your creatures enter the battlefield tapped? If not, this might be a good candidate.
Knowledge – For seven mana it cantrips on turn EIGHT. Looks like a super-boring, core-set Sphinx. a god-aweful mythic. Make its ability Ancestral Recall and it might be okay.
Lethargy – pretty sure the proper wording is “becomes untapped”
Memetic Casting – Are there any rares in your set that cost less than seven mana? This is a cool card. It would be much more appealing if the first effect was a may ability that copied any permanent spell. In fact, despite my aversion to “may” effects, this card could probably use it in both instances.
Pestermite – One Faerie… Pestermite sticks out like a sore thumb here. It feels like a very mechanical/designy reprint rather than a natural fit.
Reality Wave – the premonition cost should be lower imo and/or the premonition3 should be reduced to one or two. Right now it basically says to me “I’m mana screwed and hope to God Reality Wave hits the top of my library before I lose.”
Slumbercharge Mori – surely the activated ability could cost just U
Subconscious Recall – Premonition EIGHT!? sheesh. seems terrible but maybe not. How has this playtested? Ancestral Visions if only Suspend 4 (but it’s kinda busted) so compromise at 6?
Temporal Journey – maybe it’s the spike in me but, jeez, premonition SEVEN? how has this playtested? it seems terrible. premonition 3 - 5 for 2U (half the cmc) would be much more attractive and grockable. Getting into high numbers seems a bit mathy and difficult to calculate, gauge, and predict – ESPECIALLY for this card. Premonitioning this improperly could easily lead to feel bad situations. Trivia Question: When was the last time there was a top eight deck with a Time Walk effect in it?
Raise the Lost – Blatant power creep. I wouldn’t say Raise Dead is a sacred cow, but sheesh. This just blows it away and nothing else even comes close. The casting cost should be 1B.
Tainted Aspirant – a Rat Warrior named Tainted Aspirant. haha. Completely out of place. Why not Specter? Your set has zero Specters anyways.
Blaze of Inspiration – the name doesn’t fit. sounds more like “XUR, Deals X damage to target player, that player draws X cards”
Celebrant of Passions – any reason this doesn’t buff itself? Furystoke Giant is the only comparable card (of all colors).
Charred Visionary – seems like a better candidate for uncommon. possibly switch rarities of Celebrant of Passions and Charred Visionary
Flamemind Phoenix – the name doesn’t fit. There’s nothing mental about this card. It feels like wanna-be Firemind.
Flash of Inspiration – the name doesn’t fit. wait, am I missing something here? It kinda sorta vaguely seems as though you’re associating red damage with the mind, thinking, ideas, inspiration, etc. If that’s the case, it’s fine, but the flavor needs a little more development.

Mori’s Mandate – another aweful rare. basically, this isn’t printable at rare. it’s just two set fillers mashed together on one card. Infuriating.

Apparition of Savagery – “becomes an X/X” not “a X/X”. also, this would make a nice cycle.
Cognizance Hatcher – the name is very technical/medical/modern sounding. why not just good ole “Dream Hatcher”? it even rhymes with dream catcher.
Harmony – ironic that green of all colors should be in such harmony with the eldrazi
Hydra of the Twilight Grove – afak, one set in Shards and all three sets of Theros are the only times a set has had more than one Hydra in it. And those sets had them for obvious reasons. Every other block only has one (or sometimes two hydras but only one per set). imo, unless your set has a legit reason for more than one hydra, Apparition of Savagery or Hydra of the Twilight Grove should be cut – imo Hydra of the Twilight Grove should get the axe. it’s kinda boring anyways.
Knight of the Old Ways – I know the set is supposed to be unconventional, but this is not a knight. It’s a blatant flavor fail. it should at least feel like a horse of another color.
Sommeil Sage – this would probably be a rare in a real set. it should be rare.
Sunbloom Elf – should trigger from “becomes tapped” rather than “attacks”
Tarmovore – this would undoubtedly be mythic. there is no way this would be printed as just rare. not a chance.
Whispering Bashe – two Kirins and a Bashe, I don’t get it. they seem completely out of place. is there an asian subtheme going on that I haven’t picked up on?
Acolyte of Reevus – how has “gain 3 life” playtested? it can often be difficult enough to gain 1 life.
Ceaseless Recomposition + Time Walk/Warp = two card endless loop
Mindi, Child Dreamer – Mr. Grumpy… really? It’s fun, but probably not printable.
Mindsnatcher – seems super good. rare material.
Ral Zarek, Dream Artist – the other two planeswalkers are awesome. this one is messy. it effectively has 0: Look at the top two cards of your library. Exile on of them. You may play it this turn. Put the other on the top of your library. Then put a 3/1 blue and red Weird creature token with haste onto the battlefield. Exile it at the beginning of your next upkeep. it’s just so ugly. imo it should at least have an etb ability like the other two pw.
Reevus, the Denier – there’s nothing whatsoever white about this. nada. zip. zero. zilch.
Hypnotic Prism – seems crazy good. how has it playtested?
Reality Gateway – this has to be the worst card in the entire set. this kind of tracking and tension shouldn’t be on one card at common. just give it a tap ability.
Blurred Horizons – have you considered the ramifications this card might have on Magic? this might be a good discussion card for Remaking Magic.

Its true some of these require cost adjustments now they have been moved to rare though its worth keeping in mind how powerful flashback is.

Ancestral Visions can't be cast without suspend, is slightly busted, can't be sped up with card draw and mill and isn't a common.
This has been tested at both 6 and 7 and found too good. Premonition can be very very strong, especially how this makes any premonition cards under it take 4 (not 3 as it counts the face up card) turns less.

Celebrant of Passions
This is a Goblin Bushwhacker style card that doesn't require the kicker/surge cost. Uncommon seems like a good spot for it, I'll see if it requires the self boost however.

There are certainly plenty of names and other creative aspects that need changing or fine tuning.

Considering cards like Nettle Drone and that this is part of a cycle I'm not moving this to uncommon. In fact I recently gave it first strike as it was weak in limited.

It did but wasn't worth the comprehension confusion it created. Since we say "I'll flashback X" saying "spend only to cast spells with flashback" has had multiple playtesters just think it worked like it does now.
Another update with a lot of wording changes is incoming.

Thats fine as long as you include a reasonably prominent acknowledgement.
However I'm a big proponent of working on smaller projects such as a Duel Deck to start off, this can allow for easier playtesting and iteration of ideas.
This can then be expanded into a full set later if it goes well.
Well, I've actually tried that, and it turns out I have an easier time designing to a theme (or design goal as you say in Re-Makeing Magic) with larger volumes of cards. But I am stuck on one thing: a good way to make cards in exile or from outside the game matter at common. I have exile matters down as well as ican get before play testing and the keyword action Wish for <foo> (To wish for a card you own, shuffle it into your library from outside the game.) and the ability word "Dreamborn – If <this card> didn't start the game in any players deck, <effect>. " but wish doesn't seem to work well at common and it's leading to having more B cards for an A/B mechanic than A cards.
Also, I noticed that the last sentence of Premonition needs a little rewording to work as intended. I'd make it more like suspend "As the last card above this card in your library leaves your library, cast this without paying it's mana cost."

Even if you were to just not print any shuffle effects... that's still quite the "oh, wait, what?"
Yeah, you could fix this by having a Rules Card... but what I worry is that this is a "yeah, the game wasn't designed to handle a mechanic like this" effects.
Like 2-sided cards... WOTC falls in love with the idea of printing them, and contorts the game around them. Let's face facts - there's no reason why Kamigawa-style flip cards can't be used to do the same thing as 2-faced cards - they're just different to be different.

Still, intuitiveness aside, I think the biggest problem with premonition is that there are plenty of printed magic effects that flat-out break it - Scry. Dredge, and self-mill notably.
Of course there are just as many effects that ruin them as well. If you run premonition, you suddenly can't run tutors or mana-fixing. The blue mill player "counters" your spells. Making your opponent tutor for a land "counters" their spells as well!
Dreamwalk is so iconic and original. Maybe even worth making evergreen (THE new BLUE/BLACK keyword!). The rest of the mechanics pale in comparison.
I honestly don't like dreamwalk that much. It really adds mental complexity to the combat step, and generally turns a lot of things on there head. That's cool for a single plane, especially one with a stated focus on doing just that and catering to experienced players.
Premonition is a fixed version of suspend, in that there are no memory issues and less text.

Eternity – The flavor is a little odd/off. Seems like it should be making Nightmares or Horrors or something, not Zombies.
Moans of the Darkscape – I’m having a hard time with Zombies in a dreamscape. They just doesn’t feel like the stuff of dreams and nightmares. In fact, they go so far as to counteract the “make the game feel alien and unknown again” goal you’re going for instead making "the game feel familiar again".
Snatching Murkbeast – haha, Is this the result of a random name generator or what? Why not just call it Murkbeast? Your set has an overabundance of Two Word names anyways.
Flash of Inspiration – “Inspiration” in Magic means “draw card” not deal damage.
Mindi’s Dramatics – seems like this could cost 2 or even 1.
Sparkweaver Kirin – Still losing me with the random Kirin. Do you realize just how completely out of place this actually is?
Blurred Horizons - I really, really, really don't like the idea of a fetchland that's able to get you any color of mana that you need at the moment without any sort of penalty. I'd have the tap ability cost an additional 1.
Note that 'outside the game' means 'in your sideboard' in competitive rules. This card is weird in that way in that it can be totally busted in casual as long as the play group allows the user a chunk of lands. But that's probably OK.
Ominous Shade - I'm not sure how I feel about a creature with evasion having the capability to pump itself. I suggest you remove one of the ways that it has of pumping itself.
What are you talking about? There's been multiple evasive shades before. This is not that far from Drifting Shade, which was a common, and this is probably easier to block in general.
Guardian of Wild Dreams - Caring about the sheer number of cards in your graveyard is more of a blue mechanic. When green does care about cards in the graveyard, it usually focuses on card types (Tarmogoyf, Ghoultree, Boneyard Wurm, Creeping Renaissance, ect). I would have this card say "At the beginning of your upkeep, if seven or more creature cards are in your graveyard, put a 5/5 green Elemental creature token onto the battlefield."
Actually, Threshold aside there are relatively few cards period that care about cards of indiscriminate type in the graveyard (less than 10 as far as my search can tell), so I would hardly call it strongly associated to any color.
Cognitive Violation - Personally, I try to avoid designing cards that make you touch/go through your opponent's entire library. I would probably up the cost of this card, too.
This type of effect is a classic (though usually in the vein of Infinite Obliteration) and I don't see the problem with a singleton. As is, this is just Praetor's Grasp meets Psychic Intrusion. That card was HARDLY overpowered, and I feel a slightly lower cost is perfetly acceptable if Doom wants to nudge it into constructed territory.
Crusade of the Daumas - I love designing "additional combat phase" cards, and even I think this is too complex and complicated.
A healthy dose of templating tech will fix that. Medomai says you should be able to refer to additional combat steps. Really I can't tell if your issue is with the weird wording to keep this from beign cast pre-first combat or with the choosing how they block, which is an effect we've had on permanents (in fact it's on a standard card until rotation comes around)
Thanks for the feedback guys! The rares are certainly still the roughest area of the set and will need to be worked on more before I consider the set "finished."

Daydream - i may have overlooked it, but i didn't notice a card with this name.
Evis' Mandate - So "create" is shorthand for "put a token onto the battlefield". That's cool. I prefer "summon" though. It sounds more magical as opposed to miraculous and more neutral rather than specifically dream flavored. Either way, it's slightly ambiguous and even ugly in cases like Counting Sheep and Moans of the Darkscape.
Lethargy - "is untapped" is incorrect. It should be "becomes untapped".
Reality Wave - haha. nice depiction of Moses parting the Red Sea.
Twisted Representation - rather blunt flavor here. and not very dreamy.
Cruel Worship - flavor fail.
Midnight Howling - Awesome Grizzly Bear! Great flavor, but as a Wolf purist, I disapprove of the superfluous "Elemental" creature type in there. Especially when I see that something as mystical as Primal Eleon for example is just a "Cat".
Counting Sheep - imo this name shouldn't be wasted on a Pongify. It's a flavor fail anyways. "Counting Sheep" would make a awesome U or WU enchantment that does what Counting Sheep does at the beginning of each player's upkeep.
There's a couple cards with "NEED FIXING?!" as their text (Crusade of the Daumas, Ceaseless Recomposition, Communal Tromper, Rage of the Mori, Starshadow Sneak, Slumbertread Mori). Not sure if intended?
I know we don't normally care for nonlimited issues, but Reap the Dreamer looks seriously too powerful for other formats
There's a couple cards with "NEED FIXING?!" as their text (Crusade of the Daumas, Ceaseless Recomposition, Communal Tromper, Rage of the Mori, Starshadow Sneak, Slumbertread Mori). Not sure if intended?
Thats intended for cards that are currently empty slots.
I know we don't normally care for nonlimited issues, but Reap the Dreamer looks seriously too powerful for other formats
Reap the Dreamer is color intensive and has the same limitations in this environment as Victim of Night, though your right that constructed is a secondary concern for me.
This set looks fun, the dreamwalk ability especially. Its cool simple mechanic that still manages to turn games on their head.
Do you do online playtests at all? If so, I would be very interested in playtesting this with your group.

Ral Zarek has a typo, the first ability should read one, not on.
Unless I'm missing something, Reev's ability doesn't do anything besides give your opponent an infinite hand size that you can see.
Mindi feels more like a blue/green card too me then a blue/red.
Lifedusk veil could possibly be busted in constructed, and feels more white/black then black/green.
Possibility agent feels black/blue rather then just blue, could possible change the triggered ability to an activated one
with a cost of {u}{u} or {1}{u}.
Reev's realignment could possible cost less. Not too sure on that one.

Also, other then Reev(which I'm sure is a typo or something) I haven't noticed any super bad cards. I'd recommend putting a few over costed
cards at common in each color with mediocre effects. Unless that's something your trying to consciously avoid, in which case you can disregard this.

I've received that comment before but it doesn't fit the themes or archetypes of that color pair in the set, while still being perfectly acceptable in BG.

The current version plays well and death triggers are well within Blue's color pie. What is it to you that makes it feel black?

What makes you think this is so powerful? Yeh is it a bomb in limited but its a gold 6cmc rare so thats fine. It has no evasion, protection or ETB effect either.

This card is currently on the watch list to have the flashback cost be increased by 1. However more testing is required.

The wording is designed to be extra inclusive, mainly to stop effects like storm where just countering the spell doesn't necessarily work.

Dreamblessed Scout – Something about this doesn’t seem white. More G or U.
Celestial Seal is totally awesome, BUT Dreamlight Steward seems to be treading the same ground.
Dreamscape Purifier – is it just me or is vigilance weak in this set? if so, you’re missing a great opportunity to push vigilance parameters.
Equinox Preacher – Suggested wording since you can’t gain zero life: “If you would gain 1 or 2 life, you gain 3 life instead.” or “Whenever you gain life, you gain that much life plus 1.”
Evis’ Mandate – mechanically this is fine but it isn’t a “mandate” and should be uncommon.
Frontline Purifier – THIS on the other hand should be rare! cool card. I really think it should be RW
Guardian of Lucidity – It seems like this should be “whenever a spell…” rather than “if a spell…”.
Heroic Return – there’s no need for “up to one” other than fueling storm. so no.
Knight of the New Age – I don’t get this. Is the effect permanent?
Lingering Glow – “then” isn’t needed. “Put a +1/+1 counter on target creature. You gain 3 life.”
Lost in the Moment – pretty sure Twiddle doesn’t require a “you may” clause. Seriously drop it. Even WotC realized the “friendliness” of “you may” was dumb. Also, this makes better sense as primary blue flashback white.
Protect the Dreamer – I guarantee making Angelic Edict and Iona’s Judgment instant speed isn’t going to do jack ***** to Magic. Drop the modal dropback thing and just make it an instant.
Recumbent Bliss – drop all “you may” clauses
Resist your Fears – you’re looking for signpost cards, this is a great candidate for GW
Sanctity of Sleep – this is bass ackwards and overcosted. think about it.
Unity – two mythic rares with the exact same mana cost, seven mana 5WW bombs… eh
Vital Rest – odd card with a flavor fail. Suggest:
Tap target creature. Put a +1/+1 counter on it. Draw a card.
Aleen’s Mandate – bleh, this is an uncommon.
Counting Sheep – Sheep are NOT 2/2

I have actually tried dozens of similar variants to get the wording just right, the problem I found with the wordings you have suggested is that it reads like a downside due to mentioning that tapped creatures can block it first. Like obviously its the same mechanically but putting the downside first definitely effect's people's perception of the mechanic. Especially if they don't read it carefully.
They both exile Banishing light style but the decks and situations in which each are useful are very very different.
Vigilance obviously creates feel bad situations about Dreamwalk, which is "interesting" but not necessarily super fun. Also large toughness dreamwalkers clog up the ground, thus allowing them attack unhindered making this card a fair bit better as a common that it looks.
What do you mean? The Mandates are a cycle of rares (previously uncommons) that are modal spells with flashback. They are all reasonably powerful though they will certainly undergo some tweaking.
Glad you like the card. i'll be keeping it at uncommon however. Its clean, plays well in draft and is well costed.
Its a replacement effect to make it work with copies and other stack objects that are not cast. Thus the wording is correct.
It avoids the "What happens if I can't cast a premonition card?" question. Thus saving comprehension complexity.
Hmmm seems I like I forgot to add "until end of turn." I'll fix that soon.

I see your point about the negative perspective on dreamwalk being worded that way. how about this way:
Dreamwalk (Untapped creatures can’t block this creature. Tapped creatures can.)
It saves a line on every card with dreamwalk.
Evis’ Mandate – Right now this is literally Knight Watch with a Dauntless Onslaught mode and flashback. It’s a total dud rare. I’d be infuriated to get this as a pack rare. I have an idea that would spice it up – when it’s flashed back – choose both. But even then it’s still just uncommon material. I’m not saying it’s a bad card, just that it’s a bad rare. A terrible terrible rare.
Frontline Purifier – For some reason I thought this was an Angel with flying.
Protect the Dreamer – It is an instant and I’m an idiot.
Recumbent Bliss – ahh, right my bad. a reprint from back in the “you may” days
Aleen’s Mandate - bounce two creatures for SIX mana and another two creatures for EIGHT mana =/= bounce four “things”. It’s a last pick rare.
Counting Sheep – sheep are 0/1 green – Ovinomancer (despite Flock of Rabid Sheep). I realize all bodies aren’t perfectly proportioned in Magic, but Sheep shouldn’t be Bears imo. Maybe 2/2 Boars like Curse of the Swine?
Dreamglider Mori – Is there anything that enters the battlefield tapped or makes your creatures enter the battlefield tapped? If not, this might be a good candidate.
Knowledge – For seven mana it cantrips on turn EIGHT. Looks like a super-boring, core-set Sphinx. a god-aweful mythic. Make its ability Ancestral Recall and it might be okay.
Lethargy – pretty sure the proper wording is “becomes untapped”
Memetic Casting – Are there any rares in your set that cost less than seven mana? This is a cool card. It would be much more appealing if the first effect was a may ability that copied any permanent spell. In fact, despite my aversion to “may” effects, this card could probably use it in both instances.
Pestermite – One Faerie… Pestermite sticks out like a sore thumb here. It feels like a very mechanical/designy reprint rather than a natural fit.
Reality Wave – the premonition cost should be lower imo and/or the premonition3 should be reduced to one or two. Right now it basically says to me “I’m mana screwed and hope to God Reality Wave hits the top of my library before I lose.”
Slumbercharge Mori – surely the activated ability could cost just U
Subconscious Recall – Premonition EIGHT!? sheesh. seems terrible but maybe not. How has this playtested? Ancestral Visions if only Suspend 4 (but it’s kinda busted) so compromise at 6?
Temporal Journey – maybe it’s the spike in me but, jeez, premonition SEVEN? how has this playtested? it seems terrible. premonition 3 - 5 for 2U (half the cmc) would be much more attractive and grockable. Getting into high numbers seems a bit mathy and difficult to calculate, gauge, and predict – ESPECIALLY for this card. Premonitioning this improperly could easily lead to feel bad situations. Trivia Question: When was the last time there was a top eight deck with a Time Walk effect in it?
Raise the Lost – Blatant power creep. I wouldn’t say Raise Dead is a sacred cow, but sheesh. This just blows it away and nothing else even comes close. The casting cost should be 1B.
Tainted Aspirant – a Rat Warrior named Tainted Aspirant. haha. Completely out of place. Why not Specter? Your set has zero Specters anyways.
Blaze of Inspiration – the name doesn’t fit. sounds more like “XUR, Deals X damage to target player, that player draws X cards”
Celebrant of Passions – any reason this doesn’t buff itself? Furystoke Giant is the only comparable card (of all colors).
Charred Visionary – seems like a better candidate for uncommon. possibly switch rarities of Celebrant of Passions and Charred Visionary
Flamemind Phoenix – the name doesn’t fit. There’s nothing mental about this card. It feels like wanna-be Firemind.
Flash of Inspiration – the name doesn’t fit. wait, am I missing something here? It kinda sorta vaguely seems as though you’re associating red damage with the mind, thinking, ideas, inspiration, etc. If that’s the case, it’s fine, but the flavor needs a little more development.
Frenzied Onslaught – shouldn’t this be called Bright Idea?
Mori’s Mandate – another aweful rare. basically, this isn’t printable at rare. it’s just two set fillers mashed together on one card. Infuriating.
Sparkweaver Kirin – two Kirins? I don’t get it.
Apparition of Savagery – “becomes an X/X” not “a X/X”. also, this would make a nice cycle.
Cognizance Hatcher – the name is very technical/medical/modern sounding. why not just good ole “Dream Hatcher”? it even rhymes with dream catcher.
Harmony – ironic that green of all colors should be in such harmony with the eldrazi
Hydra of the Twilight Grove – afak, one set in Shards and all three sets of Theros are the only times a set has had more than one Hydra in it. And those sets had them for obvious reasons. Every other block only has one (or sometimes two hydras but only one per set). imo, unless your set has a legit reason for more than one hydra, Apparition of Savagery or Hydra of the Twilight Grove should be cut – imo Hydra of the Twilight Grove should get the axe. it’s kinda boring anyways.
Knight of the Old Ways – I know the set is supposed to be unconventional, but this is not a knight. It’s a blatant flavor fail. it should at least feel like a horse of another color.
Sommeil Sage – this would probably be a rare in a real set. it should be rare.
Sunbloom Elf – should trigger from “becomes tapped” rather than “attacks”
Tarmovore – this would undoubtedly be mythic. there is no way this would be printed as just rare. not a chance.
Whispering Bashe – two Kirins and a Bashe, I don’t get it. they seem completely out of place. is there an asian subtheme going on that I haven’t picked up on?
Acolyte of Reevus – how has “gain 3 life” playtested? it can often be difficult enough to gain 1 life.
Ceaseless Recomposition + Time Walk/Warp = two card endless loop
Mindi, Child Dreamer – Mr. Grumpy… really? It’s fun, but probably not printable.
Mindsnatcher – seems super good. rare material.
Ral Zarek, Dream Artist – the other two planeswalkers are awesome. this one is messy. it effectively has 0: Look at the top two cards of your library. Exile on of them. You may play it this turn. Put the other on the top of your library. Then put a 3/1 blue and red Weird creature token with haste onto the battlefield. Exile it at the beginning of your next upkeep. it’s just so ugly. imo it should at least have an etb ability like the other two pw.
Reevus, the Denier – there’s nothing whatsoever white about this. nada. zip. zero. zilch.
Hypnotic Prism – seems crazy good. how has it playtested?
Reality Gateway – this has to be the worst card in the entire set. this kind of tracking and tension shouldn’t be on one card at common. just give it a tap ability.
Blurred Horizons – have you considered the ramifications this card might have on Magic? this might be a good discussion card for Remaking Magic.
Memory Plantation – why “from a graveyard”? it’d be much more interesting if it worked with any card with flashback regardless from where it's cast.
again, great set
Its true some of these require cost adjustments now they have been moved to rare though its worth keeping in mind how powerful flashback is.
Thats not a bad idea.
Ancestral Visions can't be cast without suspend, is slightly busted, can't be sped up with card draw and mill and isn't a common.
This has been tested at both 6 and 7 and found too good. Premonition can be very very strong, especially how this makes any premonition cards under it take 4 (not 3 as it counts the face up card) turns less.
Thats a reasonable change and means I can move my black combat trick to B
This is a Goblin Bushwhacker style card that doesn't require the kicker/surge cost. Uncommon seems like a good spot for it, I'll see if it requires the self boost however.
There are certainly plenty of names and other creative aspects that need changing or fine tuning.
Considering cards like Nettle Drone and that this is part of a cycle I'm not moving this to uncommon. In fact I recently gave it first strike as it was weak in limited.
This one is rightly marked for a full redesign.
Cognizance Crawler sound better?
Sounds good to me.
Why? The card is a lot worse than its smaller brother.
Bashe's are cool, and making everything elementals is boring.
This has been popular and played well. Don't underestimate the flexibility here.
I think we have mentioned it on the show before. Probably ages ago though.
It did but wasn't worth the comprehension confusion it created. Since we say "I'll flashback X" saying "spend only to cast spells with flashback" has had multiple playtesters just think it worked like it does now.

Thats fine as long as you include a reasonably prominent acknowledgement.
However I'm a big proponent of working on smaller projects such as a Duel Deck to start off, this can allow for easier playtesting and iteration of ideas.

Shuffle effects counter all Premonition cards? That seems like a pretty important part to include in the reminder text.
2. What happens when the card is milled. Say I take your Fortold Mox and put the top 4 cards of the library into the yard - is it ever revealed?

PS PS - This set really needs Provoke. LOL on the Provoke/Dreamwalk creature.
All cards that can shuffle a deck in Dreamscape have reminder text. Similar to Bestow not detailing the way it handles creatures being removed from under it and morphnot explaining lots of things reminder text has to allow the players to play the mechanic. The current reminder text covers the vast majority of gameplay involved.
As mentioned in the FAQ milling unlike card drawing is done all at once, meaning it would enter the graveyard.

Even if you were to just not print any shuffle effects... that's still quite the "oh, wait, what?"
Yeah, you could fix this by having a Rules Card... but what I worry is that this is a "yeah, the game wasn't designed to handle a mechanic like this" effects.
Like 2-sided cards... WOTC falls in love with the idea of printing them, and contorts the game around them. Let's face facts - there's no reason why Kamigawa-style flip cards can't be used to do the same thing as 2-faced cards - they're just different to be different.
I'm not sure if you've commented on this - but how is premonition any better than suspend - which, if I recall, was a VERY fun mechanic.
Must have missed that.
Still, intuitiveness aside, I think the biggest problem with premonition is that there are plenty of printed magic effects that flat-out break it - Scry. Dredge, and self-mill notably.
Of course there are just as many effects that ruin them as well. If you run premonition, you suddenly can't run tutors or mana-fixing. The blue mill player "counters" your spells. Making your opponent tutor for a land "counters" their spells as well!
Dreamwalk is so iconic and original. Maybe even worth making evergreen (THE new BLUE/BLACK keyword!). The rest of the mechanics pale in comparison.
Premonition is a fixed version of suspend, in that there are no memory issues and less text.

Moans of the Darkscape – I’m having a hard time with Zombies in a dreamscape. They just doesn’t feel like the stuff of dreams and nightmares. In fact, they go so far as to counteract the “make the game feel alien and unknown again” goal you’re going for instead making "the game feel familiar again".
Snatching Murkbeast – haha, Is this the result of a random name generator or what? Why not just call it Murkbeast? Your set has an overabundance of Two Word names anyways.
Flash of Inspiration – “Inspiration” in Magic means “draw card” not deal damage.
Mindi’s Dramatics – seems like this could cost 2 or even 1.
Sparkweaver Kirin – Still losing me with the random Kirin. Do you realize just how completely out of place this actually is?
Note that 'outside the game' means 'in your sideboard' in competitive rules. This card is weird in that way in that it can be totally busted in casual as long as the play group allows the user a chunk of lands. But that's probably OK.

What are you talking about? There's been multiple evasive shades before. This is not that far from Drifting Shade, which was a common, and this is probably easier to block in general.
Actually, Threshold aside there are relatively few cards period that care about cards of indiscriminate type in the graveyard (less than 10 as far as my search can tell), so I would hardly call it strongly associated to any color.
This type of effect is a classic (though usually in the vein of Infinite Obliteration) and I don't see the problem with a singleton. As is, this is just Praetor's Grasp meets Psychic Intrusion. That card was HARDLY overpowered, and I feel a slightly lower cost is perfetly acceptable if Doom wants to nudge it into constructed territory.
A healthy dose of templating tech will fix that. Medomai says you should be able to refer to additional combat steps. Really I can't tell if your issue is with the weird wording to keep this from beign cast pre-first combat or with the choosing how they block, which is an effect we've had on permanents (in fact it's on a standard card until rotation comes around)

Daydream - i may have overlooked it, but i didn't notice a card with this name.
Evis' Mandate - So "create" is shorthand for "put a token onto the battlefield". That's cool. I prefer "summon" though. It sounds more magical as opposed to miraculous and more neutral rather than specifically dream flavored. Either way, it's slightly ambiguous and even ugly in cases like Counting Sheep and Moans of the Darkscape.
Lethargy - "is untapped" is incorrect. It should be "becomes untapped".
Reality Wave - haha. nice depiction of Moses parting the Red Sea.
Twisted Representation - rather blunt flavor here. and not very dreamy.
Cruel Worship - flavor fail.
Midnight Howling - Awesome Grizzly Bear! Great flavor, but as a Wolf purist, I disapprove of the superfluous "Elemental" creature type in there. Especially when I see that something as mystical as Primal Eleon for example is just a "Cat".
Counting Sheep - imo this name shouldn't be wasted on a Pongify. It's a flavor fail anyways. "Counting Sheep" would make a awesome U or WU enchantment that does what Counting Sheep does at the beginning of each player's upkeep.

This set looks fun, the dreamwalk ability especially. Its cool simple mechanic that still manages to turn games on their head.
Do you do online playtests at all? If so, I would be very interested in playtesting this with your group.
Anyways here's my input:
Ral Zarek has a typo, the first ability should read one, not on.
Unless I'm missing something, Reev's ability doesn't do anything besides give your opponent an infinite hand size that you can see.
Mindi feels more like a blue/green card too me then a blue/red.
Lifedusk veil could possibly be busted in constructed, and feels more white/black then black/green.
Possibility agent feels black/blue rather then just blue, could possible change the triggered ability to an activated one
with a cost of {u}{u} or {1}{u}.
Reev's realignment could possible cost less. Not too sure on that one.
Equinox Reaper seems VERY powerful. Would recommend changing the triggered ability to an activated ability like {w}{b}: Target opponent loses x life, where x is the amount of life you've gained this turn. Activate this only when you could cast a sorcery, and only once each turn.
Ikelious’s Mandate seems very powerful too me. Would recommend changing the mana cost to {3}{b}{b}, and the flashback cost to {5}{b}{b}.
Guardian of Lucidity may have incorrect text, I've never seen a reference to a spell resolving on a card before.
Sparkweaver Kirin could possibly be busted in constructed. I would recommend changing its activated ability to sorcery speed.
Also, other then Reev(which I'm sure is a typo or something) I haven't noticed any super bad cards. I'd recommend putting a few over costed
cards at common in each color with mediocre effects. Unless that's something your trying to consciously avoid, in which case you can disregard this.

When Reev dies the cards are no longer playable, thus making him super awkward for control decks and subtly hosing Premonition.
Why? Due to the trample?
I've received that comment before but it doesn't fit the themes or archetypes of that color pair in the set, while still being perfectly acceptable in BG.
The current version plays well and death triggers are well within Blue's color pie. What is it to you that makes it feel black?
Its been pretty powerful in the small amount of standard constructed playtesting we have done. But i'll note that.
What makes you think this is so powerful? Yeh is it a bomb in limited but its a gold 6cmc rare so thats fine. It has no evasion, protection or ETB effect either.
This card is currently on the watch list to have the flashback cost be increased by 1. However more testing is required.
The wording is designed to be extra inclusive, mainly to stop effects like storm where just countering the spell doesn't necessarily work.
Saytr Hedonist makes me pretty sure the card is safe.
