I will say this about the story: Mercadia is rather better off than we left it, with the Magistrate long having been overthrown and the Cho-Arrim having won a homeland, although all things can still be bought and sold, and the obsession with the ultimate merchandise may imperil everyone.
EDIT: Realized they were not very good, particularly compared to checklands, so I decided to either make enemy fastlands or go with always entering the battlefield tapped and an extra sacrifice ability. The latter won out.
Tactics switch is an interesting mechanic, and I very much like those new volvers. So... what's Ral doing here? And what is priceless?
Unsurprisingly, for Ral's agenda, cherchez les Thran, so to speak. It's the Invoker cycle you should be looking at to get a hint at Ral's next moves.
Priceless has been a hard mechanic to put together but when I'm satisfied that I have a final-ish version I'll post it in an upcoming update, and I think you're going to like how it looks.
Ah, there it is at last. Priceless seems intriguing, though it calls to mind a quality of the spell rather than making a mana producing token. Might need a more interesting card to sell it.
Suspicious Bargain amuses me. I wish it could be worded in a way that enables Ink-Treader Nephilim shenanigans, but uncounterable stuff and the Eldrazi titans already get mileage out of it.
Priceless went through a lot of iterations, including one where having ten Merchandise made you win the game... I'm comfy with this version though. I kind of needed a ramp mechanic with all the high-cost cascade spells around and Life of Luxury is the obligatory out-of-color overcosted version.
What do you think of the Rebels/Mercenaries and the mana fixing?
The manafixing seems alright. The dual lands are interesting. The changes to how Rebels and Mercenaries function is quite interesting. The Rebels have some nice cards to support their primary effect. Mercenaries are a little less exciting, with less obviously synergistic cards. On the other hand, they don't have to sacrifice anything to get there compared to the Rebels, so it probably evens out.

As far as tricks, the Mercs do have their lord in Wurik as well as Cateran Prisoner, which is their bomb of all bombs that can come down on turn 3 under normal circumstances thanks to Cateran Pixies. Both sides are definitely going to get more pieces to the puzzle, don't you worry.
My thinking with the new Mercenary/Rebel mechanics was to both power up both sides from what they were in Masques block (not that the Rebels did too poorly for themselves, but they wouldn't hold up nowadays) by removing the mana investment, as well as to reduce the shuffling, which is a no-no in large quantities in current Standard sets.

You're correct that the Volvers are a full horizontal cycle. I think you'll like the others once I refine my initial ideas for them.
Hey Void I'm new to these custom set threads. Do I just start blasting out things that come to my mind when looking through your cards? What sort of feedback do posters normally want from the rest of us for customs sets?
It's largely the same as custom card threads in the regular forum - you're meant to give feedback. Except there are also larger set themes and flavor to comment on.
Made a change to the color weighting: Took an uncommon and a rare away from each color to beef up the artifact count. It's important to have plenty of artifacts in a multicolor-heavy set, it wouldn't be Mercadia without a bunch of funky artifacts, and having only nineteen artifacts wouldn't do the Thran or the multicolor-versus-colorless theme justice.

I would have hoped for something more thematic, top-down.

It is obvious where the desire to make a new Mercenary and Rebel mechanic comes from - it is probably one of the few memorable mechanical aspects - next to spellshapers (which btw in cards like Balloon Peddler hit the mercantile flavor best of any recuring mechanic I recall - except maybe Mongers).
In general I really like the idea to gradually ascent through the converted mana costs, but the current incarnation has two glaring issues that I personally would not allow to stand:
The dream seems hard to realize in Limited - since you do not tutor the Rebels up as you used to do and need to hit a very specific target if your sacrifice wants to be an improvement.
The card disadvantage is murderous. You basically pay a card (and some tempo) for .
The first one would maybe be understandable if there was a clear sense of benefit to this mode of play that was found in the fundamental mechanics of the set (e. g. I can't help but think of how Unbridled Growth helped get revolt online in Aether Revolt) - something that you would explain why you would want to do the sacrifice even without trading up.
Alternatively I could imagine this mechanic being a death-trigger rather than an upkeep-trigger with sacrifice as an effective cost (counteracting the card disadvantage).
Alternatively yet again the very least you should consider moving the trigger from beginning of upkeep to beginning of end step; this way you avoid at least the tempo loss (without having to resort to the one or two Rebels with haste the set can support). Maybe given red-whites tendency towards aggressive archetypes something like a renown-variant:
EXAMPLE A: "When ~ deals combat damage to an opponent, you may sacrifice it. If you do, you may put..."
EXAMPLE B: "At end of combat/turn, if ~ attacked this combat/turn, you may sacrifice it. ..."
I will also note that it is weird that red-white Rebels get the sacrifice mechanic when black-green Mercenaries get something that reads as white as:

I will say this about the story: Mercadia is rather better off than we left it, with the Magistrate long having been overthrown and the Cho-Arrim having won a homeland, although all things can still be bought and sold, and the obsession with the ultimate merchandise may imperil everyone.

As far as tricks, the Mercs do have their lord in Wurik as well as Cateran Prisoner, which is their bomb of all bombs that can come down on turn 3 under normal circumstances thanks to Cateran Pixies. Both sides are definitely going to get more pieces to the puzzle, don't you worry.
My thinking with the new Mercenary/Rebel mechanics was to both power up both sides from what they were in Masques block (not that the Rebels did too poorly for themselves, but they wouldn't hold up nowadays) by removing the mana investment, as well as to reduce the shuffling, which is a no-no in large quantities in current Standard sets.

I would have hoped for something more thematic, top-down.
So I see a still quiet martial tone to these with reinforce and tactic switch. Priceless is explained, but the others are causing head-scratches right now.
Mechanically priceless is the most promising new keyword, but effectively not much of that potential shows yet.

It is obvious where the desire to make a new Mercenary and Rebel mechanic comes from - it is probably one of the few memorable mechanical aspects - next to spellshapers (which btw in cards like Balloon Peddler hit the mercantile flavor best of any recuring mechanic I recall - except maybe Mongers).
In general I really like the idea to gradually ascent through the converted mana costs, but the current incarnation has two glaring issues that I personally would not allow to stand:
Alternatively I could imagine this mechanic being a death-trigger rather than an upkeep-trigger with sacrifice as an effective cost (counteracting the card disadvantage).
Alternatively yet again the very least you should consider moving the trigger from beginning of upkeep to beginning of end step; this way you avoid at least the tempo loss (without having to resort to the one or two Rebels with haste the set can support). Maybe given red-whites tendency towards aggressive archetypes something like a renown-variant:
EXAMPLE A: "When ~ deals combat damage to an opponent, you may sacrifice it. If you do, you may put..."
EXAMPLE B: "At end of combat/turn, if ~ attacked this combat/turn, you may sacrifice it. ..."
I will also note that it is weird that red-white Rebels get the sacrifice mechanic when black-green Mercenaries get something that reads as white as:
Almost as if you mixed up the colors.
The red-white version also doesn't like reinforce all that much. Either way I would strongly consider ability words for these mechanics (a lamented lack of MM was that the unnamed mechanics were not highlighted enough - you shouldn't repeat the mistakes of that set).
I assume the "kicker" cost (on ETB to synergize with the Elvish Piper mechanics of recruiting) is chosen at for a particular reason. I will note though that a quick glance at your mechanic this is enabled by makes it feel wrong that the "kicker" has a higher converted cost than the card's cmc.
That's extremely efficient for a common. A+. I'm not certain whether this is actually what you would want your Rebel to be like since this is a card that someone is snatching up from the Rebel player and make the dream of upgrading even harder.
So ramp is not one of your major or minor mechanical themes, right?
I like the general idea behind the Volvers - even if I don't know whether they and reinforce belong into the set to begin with, but if they do this counts as a cool design making use of reinforce and referencing this niche creature type.
3cmc permanent repeatable color denial. This can be neck breaking and doesn't belong on a plus-ability.
Considering that trample exists this mechanic shouldn't appear at common unless the set supports exploiting the difference. As far as I can tell the set does not earn itself the right to have this card.
Finally a good white villain quote: "So, do I ever re-evaluate my life choices? Never, because I know what I'm doing is a righteous cause."
