If we're looking at a main hero for each color then the white one should probably be our "Legendary Angel replacement" - a strong flyer who deeply believes in ideals of honor and justice, sort of "classic Good Guy White."
This is my own design bias but I would love a primary mono white villain who is all about control. Somebody like Senator Robert Kelly (anti-mutant legislator) or Ultimate Nick Fury (ends justify the means, manipulates heroes, kills behind the scenes).
This could also work as a white/blue villain. It depends on if we end up with mono colored villain legends.
Is there a primary superhero team that protects or 'controls' the world? Has a villain team arised in response? To what degree are heroes loved or hated? Was there a 'golden age' and generations of heroes? What is the 'upper level' like, like superman or cosmic entities?
Here's my take on these:
- There is a major super hero team (and some minor ones) but definitely not every hero is part of them. If we're on board with the "Metropolis/Gotham/Tokyo" plan, I would say these guys are stationed in or near Metropolis (we need to rename them). That's the city I feel has the best relationship with heroes, I would imagine it filled with giant statues of them in tribute.
- I would say a super villain team up is less likely, but maybe them teaming up is the kickstart to the plot?
- I'd say there's a mix. In Metropolis, the heroes are loved and revered. In Gotham, they're not liked nearly as much. In a city so full of crime most heroes don't bother trying to clean it up, the ones that do are usually the DYI heroes who feel they need to make a difference. The people of Gotham are happy for their help, but would rather the real "super" heroes stay out of things, as they often bring even bigger problems along with them. Tokyo, on the other hand, will take whatever they can get. I think Kaiju should be a threat to all three cities, but Tokyo seems to have the biggest problem. I'd say this is where most of the mutants would be, where the advanced tech of the city allowed them to start genetically engineering their own protectors.
- I think there's no golden age or any specific time where things were so much better than they are right now, but I do think a super villain team up is a nice event to stage the block in.
- I don't want to get into any god-like heroes, as things just get messy from there. I'd say the highest "rank" (or "purest" maybe) would be the naturals who are just born super as opposed to getting it somehow.
Also the most important question of all: are we going to have a 'throw into the sun' card?
I'm glad we have some knowledgeable comic aficionados on this team, because I have very few ideas of iconic comic moments (i.e. Chained to the Rocks type cards.)
And I would love a white "anti-heroes" or perhaps "anti-mutants" group, which could be headed up by a mono-white vilain.
Considering we're going for a power threshold mechanic in the other thread, and the fact that white often times destroysbigthings, this seems like an awesome fit. (I now see the value of doing creative and design simultaneously.
While all that's important, let's also keep talking about creature types.
Blue
Small: Humans of course. We talked about Merfolk and Vedalken, do we expect either of these to be common races, or just one-shot heroes? Homunculi would make good minions. Drones maybe?

I think Vedalken should be our second most prevalent race. They are about experimenting which is relevant to our world, and if Merfolk and Vedalken are "too much", I think Merfolk would get the axe.
On the big side, Blue should definitely have Kaiju sea-monsters.
For medium size, we need genius supers, both hero and villain.
As with white, blue can get a few one-off creature types.
For blue I think the focus should be on merfolk and humans/mutants with some Vedalken.
Vedalken I think could be very alien like, having space ships, advance technology. I could see us using them as our flyers in ship or floating platforms. Maybe let merfolk be the bigger of the two races.
So we want a certain sea monster or whatever works?
For powers we got psychics, tech guys, air/water elemental users, hackers.
Non-heros we got scientists , reporters

I like having Vedalken and Humans as the primary races, with Humans obviously being much more prevalent. I'd like Vedalken in white too, just to make them a bit more interesting. Merfolk as either an extinct race, or a dying race? We could introduce a Merfolk hero which is basically the Thrun, the Last Troll of this plane. Elves as a RG race? Kaiju are obviously RGU. Big-ass octopi, sea serpents, dinosaurs and furry things.
Are Mutants considered a lesser race, or treated with some xenophobia, or are they equal as humans? I'd like to introduce a lesser race, for contrast, but mutants may or may not crowd on this space. Homunculi fit nice into this.
when did we say elves would be GR? Merfolk fill in for the Atlantans so I don't really like the dying off race. If where in another color id say white or red to match with an artificer theme.

So it seems like the main conflict here is between Vedalken and Merfolk. Personally, I'd lean towards vedalken on this one. There are a lot more potential powers that fit vedalken (telepathy, mind reading, etc.) than fit merfolk (water and sea creatures is pretty much all they got. Enough for one hero but not for a common race IMO.)

We can easily rip on Marvel's Namor, and make an evil Merfolk who is summoning sea monsters to take revenge on civilization for polluting the waters. We could definitely fit that into the set with a few flavor text comments.

Why are merfolk medium sized?

I talked about this in the other thread, but I think having monstrous be slightly weirdly named is better than inventing a new mechanic to make up for a small flavor discrepancy. Plus, mutants should feel different from other heroes and maybe the stigma associated with "monstrous" is more of a blessing than a curse?
Also, aren't we working in good old WUBRG order?

Opps sorry forget to explain. Vedalken as tech alien feel pretty small to me so menfolk about fill in med. creatures slot. It helps get them to the 4 power range and since blue creatures tend to be smaller, that gives us slots for a few merfolk cards.
We haven't talked about sphinxes in this world yet, what does everyone else think? I think )unless someone can think of a good flavor reason) sphinxes don't really fit.

Maybe the some of the monsters are mutants who have mutated extremely far and have losted their humanity, sorta like how Spiderman mutated into a giant spider creature. This can also be shown with UG being the mutants who still have a human mind and the mutant monsters are RG who have lost their humans minds.

My main concern is just not having the entire set be full of humans. If there's anywhere some non-human races might be welcome, it'd be in the "giant flier" category.
I'm fine with moving on to black. I think vampires would actually fit pretty well here, since they're kind of like super powered humans already.

Eh, I like horrors better than vampires, and most horrors are pretty big. I would also like to see a group of baddies, some henchmen, at the lower levels. Every superhero has to have stooges to beat up on!
Not saying we can't have them, but I don't think we need more than a few. Vampires aren't really that prevalent in most comics, I feel.
Assassins should get some love too. There are a lot of "merc for hire" types that would fit perfectly in black. Heck, you could even make a secret society of assassins a la Wanted.
There can certainly be horrors in the set, but they're not really a civilized race. I suggested vampires mostly so we don't just end up with everything being a human (unless we just want everything to be human)

What about half of the set being humans, others vedalken, and then a bunch of one-offs? A few Merfolk, a few Horrors, a few Vampires, etc etc.
In my viewpoint, the best thing about comics is everyone coming together to overcome all odds. Maybe it's because I'm in the military, and I see parallels in that we all come from different backgrounds but come together to complete the mission. That's the same reason I love comics.
So I would love a set that showed these different races coming together to beat the bad guys.
I would rather focus on classes. I think we could look at classes, more than races, for the colors.
White: Soldier
Blue: Advisor? Scholar? Wizard? Something like that
Black: Assassins
Green: Druids? Shapeshifters?
Red: ? Warriors? Maybe we could make a new class for them. They deserve one. Artists?
My ideas for black creatures:
Small: Humans/Mutants/Vampires (only a few small vampires, read below)
Medium: Humans/Mutants/Vampires
Large: Horrors/vampires
S Flyer: Humans/Mutants
M Flyer: Vampires/horrors
L Flyer: Demons/Horrors
Vampires- I think we could do something similar to Innistrad and have "living" vampires, with vampires being humans who have been injected with a experiment to become "super humans", but are now only able to live off blood, giving. This way we can also have a few vampire (anti-)heroes. Because vampires are "super" they would be in the medium power range though we could add a few smaller ones. A few could even transformed closer to into more bat like creatures (such as Manbat) so we can have flying vampires.
Horros- These could be our black monsters and really we can flavor them however we want to be flyers or ground bound creatures.
Demons- There are demons (and demon like characters) so we could have one or two at rare/mythic. For flavor they could be from an relem in-between our world and the blind enterites and only can be summoned into the world with the help of their worshipers.

I'm fine with having lots of different creatures come together, we just need to nail down what those actually are. For instance, take vampires. When you say one-of, does that mean a few random creatures or one hero? Are they rare (there are only a few in the world) or common and just sparsely represented? Are all vampires considered super, or do some rise above the rest? Are they common knowledge or secret? I'm not saying it has to be one way or another, and I think having one member each of a few different races is a cool thing we can do in this set much better than others, but we have to figure out how they're going to be placed within the world. Vampires could be ambitious humans trading their humanity for super powers in a super powered world, or there could be one single vampire who's legendary. Either way, this is why I want to make a very specific list of what kinds of creatures we're going to see.
On Demons: Is there a reason we can have demons but not sphinxes? Not that I love sphinxes so much or anything, but they seem about even in my book. (Demons show up more in comics, but very rarely in the "main stream" idea of a comic book.)

I could see sphinxes being loners, living off on their own islands in the sea, far away from all the commotion that goes on in the world. Perhaps the Vedalken revere them and seek them out for advice. They don't have to be a huge part of the world, I just want to know if I can fill a large flier slot with a sphinx instead of a human.
Also, I'm guessing this set won't have a lot of the mundane creatures (rats, spiders, bats, scorpions, etc.) so remember those are all spaces that need to be filled. (On an unrelated note, can we please have some turtle mutants?)
Another thing, we should probably stop listing Human/Mutant for every area, since we know we'll be using them. Instead maybe try listing some classes like LnGrrR suggests.
Some more ideas for black:

I think if the set has Demons it should have Angels too. However, what if instead of making them supremely powerful, they were more like pawns? Maybe we have one Demonic themed super villain who's goal is to summon demons to take over the world, and an Agelic themed hero who stops him with a host of angel warriors? TMNT was originally a comic, so I think a Turtle Mutant is entirely appropriate. As is a "mutagen" related card that turns a normal person into a mutant.
I am kinda against Angels and Demons as it would detract focus. We could make the obligatory Dragon though.

Vedalken I think could be very alien like, having space ships, advance technology. I could see us using them as our flyers in ship or floating platforms. Maybe let merfolk be the bigger of the two races.
So we want a certain sea monster or whatever works?
For powers we got psychics, tech guys, air/water elemental users, hackers.
Non-heros we got scientists , reporters
Also are we gonna have some magic users like Zatanna?
when did we say elves would be GR? Merfolk fill in for the Atlantans so I don't really like the dying off race. If where in another color id say white or red to match with an artificer theme.

Why are merfolk medium sized?
Also, are humans really going to be our only medium and large fliers? I know humans are important, but this seems pretty bare bones. Are sphinxes also absent from this set?
I talked about this in the other thread, but I think having monstrous be slightly weirdly named is better than inventing a new mechanic to make up for a small flavor discrepancy. Plus, mutants should feel different from other heroes and maybe the stigma associated with "monstrous" is more of a blessing than a curse?

We haven't talked about sphinxes in this world yet, what does everyone else think? I think )unless someone can think of a good flavor reason) sphinxes don't really fit.

Maybe the some of the monsters are mutants who have mutated extremely far and have losted their humanity, sorta like how Spiderman mutated into a giant spider creature. This can also be shown with UG being the mutants who still have a human mind and the mutant monsters are RG who have lost their humans minds.

My main concern is just not having the entire set be full of humans. If there's anywhere some non-human races might be welcome, it'd be in the "giant flier" category.

Not saying we can't have them, but I don't think we need more than a few. Vampires aren't really that prevalent in most comics, I feel.
Assassins should get some love too. There are a lot of "merc for hire" types that would fit perfectly in black. Heck, you could even make a secret society of assassins a la Wanted.

In my viewpoint, the best thing about comics is everyone coming together to overcome all odds. Maybe it's because I'm in the military, and I see parallels in that we all come from different backgrounds but come together to complete the mission. That's the same reason I love comics.
So I would love a set that showed these different races coming together to beat the bad guys.
I would rather focus on classes. I think we could look at classes, more than races, for the colors.
White: Soldier
Blue: Advisor? Scholar? Wizard? Something like that
Black: Assassins
Green: Druids? Shapeshifters?
Red: ? Warriors? Maybe we could make a new class for them. They deserve one. Artists?

Vampires- I think we could do something similar to Innistrad and have "living" vampires, with vampires being humans who have been injected with a experiment to become "super humans", but are now only able to live off blood, giving. This way we can also have a few vampire (anti-)heroes. Because vampires are "super" they would be in the medium power range though we could add a few smaller ones. A few could even transformed closer to into more bat like creatures (such as Manbat) so we can have flying vampires.
Horros- These could be our black monsters and really we can flavor them however we want to be flyers or ground bound creatures.
Demons- There are demons (and demon like characters) so we could have one or two at rare/mythic. For flavor they could be from an relem in-between our world and the blind enterites and only can be summoned into the world with the help of their worshipers.

On Demons: Is there a reason we can have demons but not sphinxes? Not that I love sphinxes so much or anything, but they seem about even in my book. (Demons show up more in comics, but very rarely in the "main stream" idea of a comic book.)

Also, I'm guessing this set won't have a lot of the mundane creatures (rats, spiders, bats, scorpions, etc.) so remember those are all spaces that need to be filled. (On an unrelated note, can we please have some turtle mutants?)
Another thing, we should probably stop listing Human/Mutant for every area, since we know we'll be using them. Instead maybe try listing some classes like LnGrrR suggests.
Some more ideas for black:
Small: Assassins, Rogues, Minions, Vampires, Zombies (Grunts for certain villains)
Med: Horrors, Zombies (bigger grunts), Shades? (Or would they just be shade-like supers?)
Large: Giants? (Theros kind of has this problem too. Black doesn't have a lot of big ground guys)
S Flying: Vampires (this slot might be where vampires need to fill in)
M Flying: Vampire, Horror, Shade?
L Flying: Demons, Horrors
I think if the set has Demons it should have Angels too. However, what if instead of making them supremely powerful, they were more like pawns? Maybe we have one Demonic themed super villain who's goal is to summon demons to take over the world, and an Agelic themed hero who stops him with a host of angel warriors? I'm fine with including both, so long as they don't pull focus from the supers.
