Not sure yet. It just seemed like it would be an exciting card to have as the "featured" foil card. Maybe add in a special 5- or 10-card sideboard for each deck this time around?
I could also go for a different featured card. Just gotta find a good one!
To be honest, it's kind of hard to peg down the identity of the second deck. I don't even know what to call it. I just know I want to do a "Lim-Dûl vs. X" deck, but it's kind of complicated because he sort of fought everybody who was hanging around Dominaria at the time. "Lim-Dûl vs. The World" sounds cool, but I don't know if I can get away with that.
Mechanically, I'm vacillating between a 5-color deck and a 4-color (nonblack) deck. There are more cool reprints I can pack in if i do a 5-color deck, but a 4-color deck sets up what I'm doing in Dominaria block pretty uniquely (this is meant to release as the first Duel Deck during Dominaria block.)
I prefer the 4c deck idea. And don't like the Glittering Wish idea. The logistics it involves makes it unreasonable. For starters, it isn't in the least bit exciting. What's more is it requires extra cards... confuses new players... nothing gained really. How about a nice Demand tutor? (Not as the featured card though.)

Search your library for a multicolored card, reveal it, and put it into your hand. Then shuffle your library.
Also, some the cards you have listed in the other deck don't conform to R&D's New World Order. Lim Dul's Hex and Gangrenous Zombies for example. Both suck, aren't fun, and are confusing. And the artifact section could use something U. Altar of Shadows is painfully slow. I gather the deck is a slow, recursive grind, but the Altar is so bad... I predict in playtesting, it will be useless just like it always has been. Same with the mana battery. There has to be something more interesting yet still balanced.
EDIT: Just noticed Sol Grail. I doubt WotC would choose that over Manalith. Or Meteor Shower over Rolling Thunder or even Fireball. Don't forget Adarkar Unicorns and Thran Turbines to help with all those cumulative upkeep costs.
Here's an idea for a "featured" card that would also a pre-print for Dominaria:
Jodah of TerisiareRGWU
Legendary Creature — Human Wizard [MR]
Protection from black
You may cast spells without paying for the red, green, white, or blue mana in those spells' mana costs.
You may activate abilities without paying for the red, green, white, or blue mana in those abilities' activation costs.

This guy is quasi-immortal and supposedly still around. He'd make a great poster child for the resistance to the Kaldarjar invasion of Terisiare that kicks off DOM. He's also the face of the opposition to Lim-Dûl, back in the day. I kind of like how the pro black sort of fits with his eternal youth. The cost-reducing abilities are reflective of his talents as a researcher of color magic. And if I've got him as a storyline character, I can pin this on him.
Also, some the cards you have listed in the other deck don't conform to R&D's New World Order. Lim Dul's Hex and Gangrenous Zombies for example. Both suck, aren't fun, and are confusing.
I don't have much love for Gangrenous Zombies, but I like Lim-Dûl's Hex just fine. And it's uncommon so I'm not worried about complexity.
The Lim-Dûl deck is going to get some pre-prints itself. So, what I want to do is develop a hit list of the cards CURRENTLY in the set list that are the least fun / least successful, and then pull cards forward from Dominaria / Icefall to fill those slots. Gangrenous Zombies is at the front of the line, I promise. If there are others that you hate, let me know.
Also, I've already playtested the Lim-Dûl deck a couple times and I can see right now that it needs a better way to get cards into the graveyard. So, I'll be looking to add discard stuff, maybe something dredge-y, and so forth.
