To be clear, this is a hypothetical question since this situation is impossible to create with the cards that currently exist in Magic, but what would happen if every single step and phase of the game were skipped permanently via static abilities such as Eon Hub? So, a card that skips draw steps, a card that skips main phases, a card that skips the cleanup step, etc. What would happen if all of these cards with static abilities were to suddenly enter the battlefield with something like Primal Surge and then the active player passes priority?

It is unlikely Wizards will ever print anything that says to skip the Cleanup (even ending the turn still lets a Cleanup step happen). You are asking about something like Staying Power in Black Border and that won't happen due to a number of different reasons.
But really, we can't provide rules advice on hypothetical situations since the things you are asking about would most likely come with rules changes and our answers won't be relevant to an actual scenario (if it ever came up).
At best, this should really be in Custom Card Rulings (since it requires Custom Cards to make happen) and the discussion can go further from there.
I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
No game actions or events happen between steps, phases, or turns. If each step and phases of a turn are skipped, that turn is effectively skipped. That turn is never able to start, since there's no step or phase for it to start on. Likewise, that turn can't end, since it never started.
If an extra turn "passes by" like this, that turn will still have been taken. A turn that "passes by" like this won't count as a turn having been "skipped".
