Is it intended that you need to have five cards in your graveyard and five cards in your hand to get the extra turn? Currently you only need five cards in your graveyard.

That's not what silvercut meant by the question. Because you need to target X cards in your graveyard, the spell already requires you to have at least that many.
As-written, you can have an empty hand and still cast the spell for its full benefit. Was that intentional?
Or maybe something a little odd like "If you shuffled five of more cards from your graveyard and five or more cards from your hand"
Once you are making that check, I'm not sure whether you really need to target the cards in the graveyard. Paying 5UU for a conditional Time Walk that can be stopped with a single Cremate might be too weak. It is simple enough after the first change to remove the targeting.
