If a creature had the normal devour 2 ability:
Devour 2 (As this enters the battlefield, you may sacrifice any number of creatures. This creature enters the battlefield with twice that many +1/+1 counters on it.)
And had a separate line below saying... "Except for _________'s devour ability, _________ can’t have counters placed on it."
Sure. I don't see why not. The rules are able to distinguish what a "devour [ability]" is the same way it can distinguish what "flying" and "protection" are.

CARDNAME can't have counters placed on it except by its devour ability.
At the very least, it only needs its name once then so it would be slightly shorter.
