Everything happens as normal. If a 2/2 is blocked by a 3/2, it doesn't reduce the 2/2's toughness to -1, nor does it reduce the 3/2's toughness to 0. Remember that damage doesn't reduce toughness (under regular circumstances).
When you say that its power and toughness can't change, do you mean that even if it's turned to a frog, it'll still remain a 2/2? How about if the ability were on a Tarmogoyf?

I didn't design the card in question so I have no idea what the creator had in mind, but I assume what they were trying to get at is that its power and toughness values can't be anything except what's printed on the card. So if you gave it to a Tarmogoyf it would become a 0/1 until it lost the ability. I could be wrong, however.
Really all I needed to know was the damage bit, since that was what the dispute was over. I thought that the ability made it impervious to damage.
I went ahead and made a hypothetical CR entry for the mechanic. For ease of reference, I've called it "natural" just so that I won't have to call it "the 'power and toughness can't change' ability". Obviously there are better names, but that's a different story. (The following assumes that a Tough Guy that would have had its power and toughness modified without making it lose its abilities will still remain 3/2. Otherwise, use 702.NATc^ instead of 702.NATc.) Well if that was your intention you got it wrong. Turn to Frog would remove the Natural ability from the creature in 613.1f (layer 6). This happens before 613.3, where Natural would tell Turn to Frog's P/T setting effect to be ignored. By the time it gets to where the P/T setting effect would be ignored, the Natural ability is wiped and layer 7 carries on as normal.
(The following assumes that a Tough Guy that's been turned into a frog will still remain 3/2. Otherwise, use 702.NATc^ instead of 702.NATc.)
