The natural response would be, then, to make the spell target the creatures instead.
But then there's a problem. For a player, if even one of the creatures he or she controls has a relevant protection ability, then the spell can't be cast at all, and I don't like that. (During the casting process, the number of targets required for a spell is determined by the union of all instances of the word "target" or X in its cost. Here, the number of targets required for the spell is determined by the player chosen during the process of selecting targets. You can cast this without targeting any creatures, since "all zero creatures you controls" is a thing.)
The following takes care of the "targeting the creatures" part, but not the "you can't cast this because I have hexproof" part:

How many cards are there that give players protection or hexproof? Even if you extend that to include cards like Outwit, it is still not a lot. How much is this really odd wording worth for those really small number of cases?

This spell as worded doesn't target a player, so you don't have to worry about your opponent gaining hexproof. Or are you also worried about the creatures gaining hexproof? In that case just word it without using targets like the tap mode of Cryptic Command, and use the wording of Frost Breath for the second sentence.

About the closest example I can find is Ink-Treader Nephilim - have you considered allowing it to be copied?

Its hardly the simplest of effects, but hey, you seem to have your heart set on making it complicated anyway, because cards like Cryptic Command already do it more effectively.

Yeah, unfortunately, that's the problem. I do want the spell to be able to be cast if any subset of creatures controlled by the player have hexproof/protection/shroud. It's just that the spell would target the targetable creatures and wouldn't target the untargetable ones.
...It seems that I will have to use the "that could be targeted by ~" wording. But I knew I should've seen that coming, given the complexity of the effect I want to achieve.
