Discard a card: Copy Power Struggle. You may choose a new target for the copy. Any player may activate this ability but only if Power Struggle is on the stack.
Sure, this works fine. Whoever activates the ability will eventually control the copy of the spell that's created on the stack when the ability resolves.

Sure, the activation restriction is worded the same as Lightning Storm.
The copies would have the same chosen mode though. Current rules and existing cards do not allow for choosing a new mode for a copy of a modal spell, but new cards could conceivably allow that. If you wanted that, this is the most direct wording:
Discard a card: Copy CARDNAME. You may change the mode and choose a new target for the copy. Any player may activate this ability but only if CARDNAME is on the stack.
This simpler wording might work, or it might be a bit too vague:
Discard a card: Copy CARDNAME. You may make new choices for the copy. Any player may activate this ability but only if CARDNAME is on the stack.
