It should probably say "When ~ enters the battlefield" or some other trigger condition.

Was there anything that was actually changed in the comprehensive rules to allow Banisher Priest to work? or was Priest just an invention of new rules text templating that worked under existing rules? There are no CR entries that seem to specifically call out abilities like Banisher Priest. Is this just an oversight? If Banisher Priest did in fact not need any changes to the rules, then certainly an Animate Dead variant should work.
The necessary rule was added in the Magic 2014 rules update:
