As ~ enters the battlefield name a creature card. W, T: Exile each creature with the chosen name, if the named creature is exiled return it to the battlefield under it’s owner’s control instead.
So I'm not sure how the activated ability would function. If the named creature is on the battlefield and I activated this ability it would get exiled. The next part is where I'm unsure; would the second half of the ability return it within the same activation? I don't want the creature to get blinked.
I essentially want a single activated ability that: returns the card if it's exiled or exiles it if it's on the battelfield. It shouldn't do both though.
Since you can't specify which particular object you want when the most specific unit of measurement is card name, you'd have to refer to each permanent exiled with that name as follows:
W, T: For each creature card in exile with the chosen name, return that card to the battlefield under its owner's control. Then exile all creatures with the chosen name that weren't returned to the battlefield this way.
I'm not sure if that's exactly what you want.

I think the word "currently" would help a little bit, but this seems like a new mechanic, that doesn't have anything in the rules about it so far. So it is hard to pin a specific ruling on it.
I feel like Thought Criminal has a good idea, but it slightly takes away from the mechanic you are going for. It seems like you want to be able to exile the creature, and then bring the creature back in a second activation.
The way it should be worded seems to be "name a card. Exile all cards on the battlefield with that name. If no cards are exiled this way, instead, return from exile all cards with the chosen name to the battlefield under their owners control."
This way, it will still exile cards, and it will also still bring cards back from the battlefield, as long as it can't exile any cards with that name. I can't think of a way to word the effect that would function any differently from that.

Hmm... that is a valid interpretation as well, in which case the wording would be:
"W, T: Exile all creatures with the chosen name. If no creatures were exiled this way, return all creatures with the chosen name onto the battlefield under their owner's control."
