Would the power and toughness for a non-creature permanent be considered 0? For example, if a non-creature permanent had Evolve, what would happen if a creature came into play?
Whenever a number needs to be calculated and that number is undefined, the game uses 0 for that number. But this rule, when applied to power and toughness, only applies to creatures with characteristic-defining abilities that lose them somehow (Tarmogoyf losing its abilities but not having a power or toughness set). The creatures that are affected this way still have a power and toughness; their power and toughness are just undefined.
Noncreature objects, on the other hand, never have power or toughness. Their power and toughness aren't undefined -- they don't even exist.
In particular, a noncreature permanent with evolve wouldn't have its ability trigger. In fact, this is addressed specifically by the CR:
702.99c A creature can't have a greater power or toughness than a noncreature permanent.
