Under normal circumstances if a player casts a spell, he retains priority. At the time s/he passes it, it then goes to the non-active player(s) according to the ap/nap rule.
At that point, say all NAP's pass priority (priority never passes again to the active player) and the spell resolves.
I am trying to make sure a mechanic works that is something like the "Ninjitsu" Keyword for unblocked creatures but rather for instant and sorcery spells.
The most simple method would be preferred.
Does a replacement effect work, say...
Keyword (If a spell you control of greater or equal CMC would resolve, you may reveal this and exile the spell then you may cast this without paying it's mana cost.)
In the text it would say.
If ~ is cast by (Keyword), it cannot be countered.
