Hmm. I think a 5/5 indestructible lifelink deathtouch is a bit too strong for my tastes, especially since you can just legend rule itself to get the upgrade by playing a second one and not having to jump through a hoop otherwise.

This doesn't strike me as particularly strong. Rarity is also missing, but I can't imagine this as a rare. Also I suppose it can grant up to, uh, three additional lives.
Orthar, the Rejuvenator1UB
Legendary Creature - Human Wizard (M)

Transforming planeswalkers are tough to design and I don't know how well-balanced this is, but I enjoy the overarching name theme.

I feel like this is a bit too cheap for all the upsides it gets.
Second Life2B
Enchantment
If a creature would die, exile all cards that have the same name from its controller’s graveyard. If you do, regenerate the first creature.
I think this needs "If you exiled at least one card in this way," so that it doesn't auto-regen all creatures.
This is an interesting card. I like the keyword “vengeance” — basically, avenging the loss of ones compatriots — but this is undercosted for a common. Elite Inquisitor is about the same power level, except it’s a rare; an additional colorless mana (or maybe changing the pow/tou down) would help.
This is a decent legendary card. I like how the presence of one in the graveyard appropriately gives it indestructible. Wouldn’t exactly make a great commander, but hey, that’s okay. (Sadly, I couldn’t find good enough artwork to match your awesome artwork description. Forgive me!)
This is an interesting Diabolic Tutor + Disentomb. It works. Find the card in your graveyard, get it and a copy. Not much more to say, other than nice flavor with the card name.
Looks like an Ajani ability! It’s close to Moment of Heroism, but being so conditional, I think it’s apropriately costed. I like the three added abilities, which I think may be enough for someone to try to meet the condition.

At a glance this seemed to be a significantly worse Diabolic Tutor, and then I noticed you get both cards. Definitely useful for recurring useful stuff like Murder
Consul's Infantry1WW
Creature - Human Soldier {C}
First strike, vigilance Vengeance - Consul's Infantry gets +1/+1 for each card with the same as it in your graveyard.
2/2
This is potentially very strong, on the other hand getting more than one of these in the graveyard isn't the easiest. I feel like it'd be easier to balance if the mechanic just checked for one or more

This thing scales up extremely well. The ability to pair indestructible with lifelink and deathtouch is downright disgusting, especially since he can very easily get to 10/10+. I advise reducing the scaling to +1/+1
Reanimating Ghast3B
Creature - Zombie (C) 1B, T: Return target creature card named Reanimating Ghast from your graveyard to the battlefield. As the mangled shape rose from the ground, Tlaric sighed in relief: "It's just a ghast. We can deal with just one ghast". When a second shape joined its friend, Talric's expression changed. Cute, and effective. Maybe the reanimated ghasts should enter the battlefield tapped
Strength of the Ancestors1W
Instant (U)
Target creature gets +2/+2 until end of turn. If that creature shares a name with a creature card in your graveyard, that creature gains first strike, lifelink, and vigilance until end of turn.
Unexciting without the bonus, quite decent with it. Perhaps it could cost 1 less?
Strength of the Ancestors1W
Instant (U)

even in limited, this is a tough hoop to jump through, so I don't see a reason why this shouldn't be a common. A bit of flavor text would have put this over the top for me.
Joien the PrescientUW
Legendary Creature - Human Wizard (MR) UW: Search your library for a card named Joien the Prescient, reveal it to all players, and put it into your graveyard. If you do, exile Joien the Prescient, then return it to the battlefield at the beginning of your end step.

<-1>: Put any number of cards named Joien the Prescient from your graveyard to the top of your library, then shuffle your library.
[2]
So, so, so many issues with this card. The transform trigger will not work as intended. It's way too difficult to trigger and the Planeswalker side is extremely underwhelming. First ability will give you a 1/60 chance to draw a card. Second one allows your opponent to name any card whatsoever, rendering it useless, third ability just resets the whole thing, but what is the point of it all? the best thing about this is that's a 2/2 for 2. That's just not good enough.

I like the raw power of this card and how it still fits the WB slice of the pie. I am a bit disappointed that it's a legendary creature that can never reach its true potential in commander.
Undying Brotherhood1BG
Sorcery (R)
Return target creature card from your graveyard to the battlefield if a creature you control has the same name as that card.
I would have been completely fine with a resurrection card costing 1BG so adding the extra hoop seems superfluous. The flavor of the card seems more WB than BG.

Legendary Creature - Human Wizard (M)
If at least two cards named Orthar, the Rejuvenator are in your graveyard, each instant and sorcery card in your graveyard has flashback. Their flashback costs are equal to their mana costs. (You may cast that card from your graveyard for its flashback cost. Then exile it.) "Thought you'd killed me? That may have been a mistake on your part."

That's a very tall order for a player to fill, even for a powerful effect like a permanent Past in Flames. Again I'm disappointed with a legendary creature that can't reach its full potential in commander. Also, I think UR is a better fit than UB.

Weird to see a regrowth effect on a mono black card. I like how the tow effect mix together, it's a very cool twist that will net you two cards of something useful. The color-pie break is the one thing that keeps this from being awesome. Make it a black green card, and I'll be all on board.

UW: Search your library for a card named Joien the Prescient, reveal it to all players, and put it into your graveyard. If you do, exile Joien the Prescient, then return it to the battlefield at the beginning of your end step.
At the the beginning of your upkeep, if there are three or more cards named Joien the Prescient in your graveyard, transform Joien the Prescient
"When I saw all the way I might have died, I knew how I must live."

_____
Joien the All-Seeing (W/U)
<+1>: Name a card, then reveal the top card of your library. If it shares a name with the named card, draw a card.
<0>: Each opponent names a creature spell and a non-creature spell. Until your next turn, those opponents may only cast the named spells.
<-1>: Put any number of cards named Joien the Prescient from your graveyard to the top of your library, then shuffle your library.

Creature - Nymph (R)
Whenever a land is put into your graveyard from the battlefield, you may search your library for a card with the same name and put it into your hand.
2/4
Instant (U)
Target creature gets +2/+2 until end of turn. If that creature shares a name with a creature card in your graveyard, that creature gains first strike, lifelink, and vigilance until end of turn.
Enchantment
If a creature would die, exile all cards that have the same name from its controller’s graveyard. If you do, regenerate the first creature.

• The two public custom sets I've been part a part of the design team for:
"Brotherhood of Ormos" - Blog post with all info - set thread - design skeleton / card list || "Extinctia: Homo Evanuit" - Blog post with all info - set thread - card list spreadsheet
• "The Lion's Lair", my article series about MTG and custom card design in particular. Latest article here. Here is the article index. Rather outdated by now, and based on the old MCC rubric, but I'm leaving this here for anybody that might be interested anyway.
• My only public attempt at being a writer: the story of my Leonin custom planeswalker Jeff Lionheart. (I have a very big one that I'm working on right now but that's private for now, and I don't know if I will ever actually publish it, and I also have ideas for multiple future ones, including one where I'm going to reprise Jeff.)
Seems solid, I suppose. Not really limited playable because of the nature of the card, but I feel like it could possibly see some play in a slower format although it's a bit on the weak side.
Pretty solid little common here. Decent in limited, a bit weak for constructed.
Hmm. I think a 5/5 indestructible lifelink deathtouch is a bit too strong for my tastes, especially since you can just legend rule itself to get the upgrade by playing a second one and not having to jump through a hoop otherwise.
I've always liked things that have synergies with extra copies of itself. Solid limited beatstick as long as you've got two of them. Rarity seems appropriate.
Unique effect. Pretty cool. Might see some play with constructed fetchlands, or in U/W legacy control what with wasteland, etc.
This doesn't strike me as particularly strong. Rarity is also missing, but I can't imagine this as a rare. Also I suppose it can grant up to, uh, three additional lives.

Transforming planeswalkers are tough to design and I don't know how well-balanced this is, but I enjoy the overarching name theme.
Wording here doesn't follow convention. You need to reveal the searched-for land and shuffle the library.
Sure.
I feel like this is a bit too cheap for all the upsides it gets.
I think this needs "If you exiled at least one card in this way," so that it doesn't auto-regen all creatures.

At a glance this seemed to be a significantly worse Diabolic Tutor, and then I noticed you get both cards. Definitely useful for recurring useful stuff like Murder
Might need to cost 1 more, but I like it.
This thing scales up extremely well. The ability to pair indestructible with lifelink and deathtouch is downright disgusting, especially since he can very easily get to 10/10+. I advise reducing the scaling to +1/+1
Cute, and effective. Maybe the reanimated ghasts should enter the battlefield tapped
Unexciting without the bonus, quite decent with it. Perhaps it could cost 1 less?

Choose one of these judge of creation:
Make Strionic Resonator shine!
You can not grasp the true form of Ashiok's attack!
even in limited, this is a tough hoop to jump through, so I don't see a reason why this shouldn't be a common. A bit of flavor text would have put this over the top for me.
I would have been completely fine with a resurrection card costing 1BG so adding the extra hoop seems superfluous. The flavor of the card seems more WB than BG.
