It sure is one of those! I proposed it way earlier in the main forum thread. Although it's actually cribbed from a very not-blue-black source - Arashin Sovereign.

Enchanted creature gets +X/+X, where X is the difference between its base power and its base toughness.
Yeah, it might not work as an evergreen ability. I suppose there would be Standard environments in which it did do much. Still, it would be relevant in Modern, and it could be pretty relevant in a graveyard based block such as Innistrad. It would actually be pretty relevant in the current Standard with things like delirium and Processors. It could be used sparsely as an evergreen perhaps.
As long as I'm here...I think Stretch Strength might need to cost more. It makes Yoked Ox a second turn 4/8 attacker.

Actually, I meant Tasseled Dromedary. You'd have to wait until 3rd turn to attack with Nyx-Fleece Ram. If you could get two of these on a Dromedary or Ox on the second turn, it attacks as a 8/12 on turn two. Of course this is a bit Christmas-landy, and it probably results in a 3 for 1 against you the next turn, but I'm certain I would lose to it in draft at some point.

Yeah, same. It was definitely my HM but two cards excited me more.
Thanks for the feedback guys. I wouldn't have asked if weren't for the fact that it got zero votes. I just wanted to make sure I wasn't missing something glaringly wrong with the card, like it had already been printed or something. I figured a card that was original (no enchantment counter spell has ever been printed to my knowledge, nor has a card that makes a particular spell cost more to cast), playable (at least IMO), and printable (at least IMO), and flavorful (at least IMO) would get at least 1 vote, but them's the breaks.

Filibuster's flavor was on point, it's original, well balanced. However one of my friends traumatized me with counter spells, so I personally won't be voting for one of those any time soon.

Am I missing something with FirstTurnManaBurn's card Primordial Goo? The card seems completely unprintable to me. First of all, it's a full break of the color pie. No nonblue card has ever had the "enter the battlefield as a copy of a creature" ability. Second, it seems pretty broken considering the fact that Wizards doesn't even want to print 1 CMC dorks nor 2 CMC fetch spells any more. Even if they did, this is still too strong as is. If you have two of them in your opening hand you get to play three lands on your first turn! At the very least it needs to enter the battlefield tapped. Let's put it this way, I posted the card below last week, and I assumed it only got 1 vote because people thought that either it was too strong, or that it needed to have blue in it. I guess that wasn't the case.

Ugin's Amulet is a colorless spin on the medallions, like Jet Medallion. This one cuts the cost down by 2, but adds the colorless mana REQUIREMENT to the spell if you indeed want the discount.
Why not just make it have two separate mana abilities?
if it had a second ability that produced mana of any color that no land you control could produce, wouldn't that be a paradox? what if you had two in play? i dunno, but by producing mana that isn't colored but that can just be spent as though it were colored we can get around any potential player confusion.

Landsoul was me randomly thinking about mechanics to work well with my old Monochromatic mechanic, the idea being it counts either basic lands or non-basic lands, with the basic lands working well with monochromatic. Feel like it could be cleaner or better done, but oh well.

if it had a second ability that produced mana of any color that no land you control could produce, wouldn't that be a paradox? what if you had two in play? i dunno, but by producing mana that isn't colored but that can just be spent as though it were colored we can get around any potential player confusion.
Landsoul was me randomly thinking about mechanics to work well with my old Monochromatic mechanic, the idea being it counts either basic lands or non-basic lands, with the basic lands working well with monochromatic. Feel like it could be cleaner or better done, but oh well.
