eeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeee...this is hard to judge. Scry on instants operates more like a cantrip than something actually functionally relevant to the card itself... If it were a sorcery and included "Scry 1" after you draw I would eat it up.

I disagree. I understand that the cycling mode is already good enough by itself, but I don't think it's unreasonable for a card to have two solid modes without one taking a hit "because balance". This card would be a solid role-playing uncommon both in limited and constructed without necessarily warping a format like BBE or Lingering Souls.
It's just a good card. Though if the cycling were 2U it wouldn't be terrible, but it probably wouldn't make the constructed stage. Currently, I think it would play the same-ish role that Think Twice occasionally plays in constructed.
