Doesn't the second ability exile the permanents that are returned to the battlefield from the third ability (and thus create an infinite loop)?

At the beginning of each player's upkeep, he or she flips two coin. For each flips that comes up head, choose a creature card exiled with Flux of Blackhole at random, and put it onto the battlefield under that player control. It gains haste until end of turn. If there's no more card exiled with Flux of Blackhole, exile it and return it onto the battlefield.

abriadnalsleoalsd: Browbeat Guy is cute. Simple, powerful, easy to grok. I like it! ManyCookies: I don't know what this is supposed to be, which is a big miss as far as this challenge is concerned. The mechanics themselves seem needlessly complex. SelesnyaNewLife: Smuggle isn't a very interesting mechanic to put on something that you're just going to cast at your opponents EOT anyway. It's a pretty cute mechanic, though! kbnyn: All I'm seeing are the wizards from Crash Bandicoot: Warped. Not a bad thing! Turning things into frogs is a classic fantasy trope, and this fits the bill nicely, although it doesn't really need to be legendary (EDH probably wouldn't like it much if it were!) IcariiFA: I giggled, but pop culture references are a poor substitute for flavour. Ink-Treader: This is actually broken and also not very flavourful. Oculus: This is actually heaps of fun and also not very flavourful. MoreCookies: Cute card, but warning shots don't really work that way. Cardz5000: Going deep with the flavour here. It's a fun idea, but not as evocative as it could be. Also this card has really very tiny text. wallycaine: Double strike and deathtouch is perhaps a little excessive. Maybe that's why he's vainglorious? The other words are pretty boring though. Also if you have to explain your flavour, you have entered the wrong challenge. Sir Karn: What arbys said. I like the idea, but it isn't very flavourful. Figurative: Is hydras eating themselves a thing? I'm not a fan of this. It feels derivative. RedKid43: Right at home in the Commander Nemesis cycle. ManyCookies: I don't know what this is supposed to be, which is a big miss as far as this challenge is concerned. The mechanics themselves seem needlessly complex.
