Unfortunately, because paying costs is the last step of casting a spell, your card doesn't work under the current rules. But we can pretend it does, can't we?
Gift of the Titans
Instant (U)
For each G spent to cast ~, target creature gains trample until end of turn.
For each colorless mana spet to cast ~, target creature gets +1/+1 until end of turn.
Ambrosia Drop
Instant (C)
Target creature gains indestructible until end of turn. If you paid 3 mana to cast this spell, it gains indestructible and lifelink instead. A taste of godhood leaves one wanting nothing else.
Channel Wrath
Sorcery (R)
Destroy all creatures with a converted mana cost X or greater, where X is the amount of mana spent to cast ~.
Search your library for an artifact card with converted mana cost X, where X is the number of artifacts you control. Reveal it, and put that card into your hand, then shuffle your library. If UUU was used to cast Tezzeret's Muse, you may put that card onto the battlefield. In his time before his servitude to The Dragon, Tezzeret was marveled for his seemingly flawless ingenuity and endless supply of genius.
Dreams Untold1(2/G)(2/U)
Instant (R)
Exile the top 5 cards of your library. For each non-land card revealed this way that is a color that wasn't spent to cast Dreams Untold, put that card into your hand.

Search your library for a card and put it into your hand if neither W nor U was spent to cast Runes of Promise. Then shuffle your library.
This is probably way too much text, but

Artifact Planeswalker - Tezzeret (M)

It was at that moment that I realized: I'm kinda just making these things up. We can just write the rules the way we want them to work. People will have fun, and people will get it.

It can work if it 'changes' the mana cost to be (2/U)(2/U)U though, right? I don't exactly want to deal with that wording, though.

Creatures you control gets +X/+X and lifelink. Where X is the number of colors Prismatic Ray is.
Reaper's Bite(2/B)(2/B)(2/B)
Sorcery (U)
Destroy target nonartifact creature. If that creature's converted mana cost is greater than or equal to the amount of mana spent to cast Reaper's Bite, its controller loses life equal to its power and you gain that much life. It's harvest time again.
Reaper's Bite(2/B)(2/B)(2/B)

IIW: Lightning round
Doesn't work the way you've worded it. Mana cost is not a number and thus cannot be compared to converted mana cost. The mana cost of Reaper's Bite, furthermore, will always be (2/B)(2/B)(2/B) regardless of what you paid to cast it. See IcariiFA's card Channel Wrath for an approach to this that does work.

Oculus: I really wish you had dropped Ignifrax to a 5/5 so it had a little more distance between it and Ball Lighting, it also can create some feel bad moments when you have 6 mana available to cast it, but some of it happens to be red. Reclaimed Relic is honestly boring, probably would never get cast for , probably should have been . Into the Broken Sun despite being mechanically uninspiring got me thinking that if Mirrodin Pure was a thing, they probably could have used Monohybid mana as a foil to Phyrexian mana.
Ninja Caterpie: Sadly Iron-Eye's Blessing doesn’t really work, I probably would have got with more of a looting vs. no looting variant rather than spell speed (draw two, discard two if you didn’t pay to cast ~.) Goldenfur Alpha on the other hand needs something to distinguish it from watchwolf, as it stands it is very nearly strictly better aside from corner cases depending on cmc.
IcariiFA: Gift of the Titans feels unintuitive to me, honestly my brain processed the second half as nongreen mana rather than colorless on the first read, this would need to be printed in a set where colorless mana was a theme, probably a set with Barry’s Land. Ambrosia Drop also feels a little off with only getting the full effect with exactly , this probably could have been fine with granting lifelink as long as was spent on it. Probably my favorite of your cards is Channel Wrath, I like that white gets a lot of flexibility out of it, being able to pay one or two extra mana into if you want to spare some of your three and four CMC critters. As a side note, one you have settled on a name for your cards, you should really replace the tildes.
JuanCu: Dreams Untold feels really bad to me, it punishes you for playing its intended colors as those colors are going to be the ones you would most likely be able to use as you have the mana for them.
Cythare: Runes of Promise has some weird implications with its off color renditions, and it probably too expencive to be used as anything but .
SelesnyaNewLife: Teti's Blueprints is cute! Both modes are very playable.
Scarbo: I dislike Tezzeret, Compleated on both a mechanical and flavor level, the planeswalker type is supposed to supersede all other types, this is the reason that planeswalkers are not planeswalker creatures (despite obviously qualifying to be creatures), and more relevantly, Karn is not an artifact planeswalker. My flavor beef is that compleated beings cannot have planeswalker sparks. Also his -1 ability is annoying in that he can’t effectively use it on himself to prevent damage.
MOON-E: Buckshot is really cute, I like all modes, chief concern is that 3 for is kinda our new standard and I’m not sure if the flexibility of this card works with how efficient it is. I’m not a fan of the flavor text (don’t like guns in my magic), but mechanically I really like the card.
Iphanx: Prismatic Enlightenment doesn’t seem very enlightening, the card is very reminiscent of sunburst. I’m not a fan of the color changing effect (especially at uncommon), but I could easily see this as a cycle.
Atogaholic: I really like that you chose to go after nonartifact rather than nonblack with Reaper's Bite, considering the fact that you can cast is without black mana (even if it is terrible to do so.) I dislike that the card looks at mana cost to qualify for the secondary effect but then based the effect off of power.
Sir Aureus: While I feel like Reinforce may be a little too efficient for its cost, it’s a small enough effect that I doubt it would cause any problems, the artifact creature mode is cute and I could easily see it be a subtheme for a set.
I'm going to give HMs to MOON-E for Buckshot and IcariiFA for Channel Wrath

By the time you pay costs, you're already almost done with casting a spell, and you need to have flash before you even start casting the spell in order for it to be functional.
Odd, probably got lost in one of the two times I had my judgments deleted, because i remember looking at your card
essentially I feel like it's too hard to play, I probably would have got with it searching for an artifact with cmc equal to or less than the number of artifacts you controlled, the UUU mode might also get a little scary with fast manarocks (casting on turn 2 or three and getting a 5 or 6 mana artifact creature seems scary)
