TacticalCelebrant - I like this card in theory. It's pretty enginey. You can mill your own stuff, for an effective net of U if you have mill triggers like Sidisi. I'm not sure about the madness-esque trigger, but I think it could definitely be worded slightly more clearly.
Many Cookies - This thing is pretty sweet. You can delve away some less desireable creatures to help pay the cost of delve, and get back the rest. It may cause some misclick feelbads on MTGO, but I think it's fine otherwise and feels reasonably costed.
Withengar - I'm going to assume this is supposed to be an artifact. That said, I don't really like it - it's a high cost for a strong effect, but the delve feels tacked on here. I wish it somehow cared about the # of cards in your graveyard in the same way Vedalken Shackles cares about your Island count. That would make it much more interesting to me.
Rudyard - I think this is probably too strong at B. It's basically free, since you can delve it away, and makes a lot of things really strong, really quickly. It's an interesting idea, but its cost would need to be increased for me to see it get to print.
Redkid - I don't like that the last ability is linked to delve, because it allows you to reuse those cards a bit too easily once this guy dies.
iphanx - The "You may only delve to pay for X to cast this spell" line makes me really angry. Delve can already only pay for colorless costs and you can't overpay, so basically all this does is mean that you can't delve through Thalia, Guardian of Thraben effects. I also don't really like that its effect is entirely dependent on delving, and it doesn't have a rarity.
kbnyn - "Creature cards in your graveyard have hexproof" actually does nothing, since hexproof only functions on the battlefield. Otherwise, I like the tension between "marginal value for my creatures in my graveyard" and "this guy is a big beater if there are no creatures in my graveyard".
IcariiFA - I am skeptical of this as a giant ritual stapled to a dragon. If X was equal to the number of cards exiled this way, it would potentially be more palatable.
avatarz - Necrospawn feels like it should be rare for Limited, and the addition of the "nonland" clause basically means you can delve away any lands in your graveyard and still get a large beater.
KoolKoal - Analagous to Chord of Calling, which is kind of cool. I'm not really sure how to evaluate it, since it seems like it has the potential to be pretty strong with control cards, and I'm not sure that it should be costed as a mirror to Chord.
Doran - Brilliant. I like that you kept the delve cost down to not make it too easy to make a giant beater for G.
NVRBLND - I'm intrigued by the anti-threshold replacement effect, but am curious how often it will be relevant since it only costs 3R
Porps - I originally thought this had flying and was disgusted by it, but a 4/3 with a variable Flametongue Kavu effect seems appropriate. Since it can only hit creatures, it seems like it's in a good place. I also appreciate that it is not optional, so it can occasionally end up killing itself. I kinda wish it was uncommon, but I'm not sure that would be acceptable in Limited.

I really can't say anything bad about this design wise - it's at the sweet spot for alt-win-condition rares since it provides useful utility but the alt-win is sufficiently difficult to pull off. If I had one quibble, I would have it trigger on the next upkeep to give your opponents a chance to respond to it.
I don't think that Wizards would print a 5RBBBU card - seems too drastic of a mana cost to me. Also bothers me that it's a weaker version of Worldfire (depending if you want to build around it or not). It's not a particularly fun card.

Big fan of these cards. Flamecore scales well but it feels rare - see Mizzium's Mortars. The Whirlpools are pretty splashy and I like the tension they give to your opponent.

You missed "then shuffle your library" on Metallic Mobilization. I'm not sure how I feel about split suspend/mana cost colors, but it seems to be executed well on this card - mobilizing is in flavor in white, and this can be used as a control win-con. The design of this card is neat.

In a reversal from the IIW, I will judge your card seriously on whether I think it is acceptable to print.
I really can't say anything bad about this design wise - it's at the sweet spot for alt-win-condition rares since it provides useful utility but the alt-win is sufficiently difficult to pull off. If I had one quibble, I would have it trigger on the next upkeep to give your opponents a chance to respond to it.
I don't think that Wizards would print a 5RBBBU card - seems too drastic of a mana cost to me. Also bothers me that it's a weaker version of Worldfire (depending if you want to build around it or not). It's not a particularly fun card.
I like the flavor of this card, but I don't think that Wizards would make a card that required you to put two different counters on a creature, and slurp counters could be cleaned up and be wither.
Like SNL's card, I can't say much bad about this card - it's a simple and clean design that I can see Wizards printing. Only ding I can see is that you want to impress when you have one card to show me, and this doesn't really deliver.
Big fan of these cards. Flamecore scales well but it feels rare - see Mizzium's Mortars. The Whirlpools are pretty splashy and I like the tension they give to your opponent.
I like the flavor of this card and appreciate how the two abilities synergize with each other. I can see Wizards printing this in a supplementary product or something, and I love the EDH-ramifications of this card.
Clever design. My gut says that this would probably cause logistical problems with stolen lands as players scoop up their lands to be printed but I like the design space you're playing with here.
Sacrificing is not destroying, so this card doesn't really work?
Same problem as KoolKoal's card, but I like the flavor. Feels more Golgari than straight mono-black; you can also flavor this as a vampiric card.
Good job at avoiding the "beginning of end step" trap that ManyCookies and SNL fell in. This is a clean, elegant design that I can see printed.
I would template this as a card with cumulative upkeep.
You missed "then shuffle your library" on Metallic Mobilization. I'm not sure how I feel about split suspend/mana cost colors, but it seems to be executed well on this card - mobilizing is in flavor in white, and this can be used as a control win-con. The design of this card is neat.
Too good - it's a scalable Aetherling and it's probably on par with Mistcutter Hydra.
You'll usually be using this to kill a large creature, which means that your entire team will be tapped. It's one of those cards that looks cool until you actuslly play with it.
Feels extremely black, and I would change this to an enchantment.
