Okay, that's horrible reminder text. What actually gets counted are the number of cards drawn, milled, put onto the battlefield, or exiled and not returned to the library (that is, cascade will only count for a single card towards psycheburst). This card could probably just be (U/B), but the mechanic seems like it at least sort of fits into green as well.

Sanctuary is a new permanent type that has a number printed in the lower right-hand corner, similar to a planeswalker. This number determines the number of sanctuary counters this permanent enters the battlefield with. A sanctuary can be attacked by creatures just like a planeswalker and damage causes sanctuary counters to be removed.

On the desert plane of Ahmasahra, ergs stretched as far as the eye could see and the mind could imagine, and constant flashes of lightning illuminated the landscape even during its moonless nights. The viashino, minotaurs, and dragons of Ahmasahra knew red mana well, and they knew of no other color. That is, until the wandering minotaur Thaur discovered the Crystal Colonnades: great pillars of glass risen from lightning-struck sand. The Colonnades were rich in white and blue mana, and their resplendent beauty inspired Thaur to build a city on their site -- the first city the plane of Ahmasahra had seen -- naming it Zajamaal. Untold thousands made a pilgrimage to Thaur's crystal city, and its beauty likewise inspired a reformation of their nomadic lives. The viashino became artisans, crafting armor and trinkets of glass with which to adorn themselves; the minotaurs became architects, filling the Ahmasahran landscape with sprawling, labyrinthine glass metropoleis. Even the dragons, who had once lived only for their own survival, took to roosting on any other Crystal Colonnades they happened upon, marking their territory with magnificent troves of glass treasure.
Five centuries after the construction of Zajamaal, the white and blue mana of the Crystal Colonnades had pervaded not only the entire plane but also the people living therein. The crystallization started simply: viashino were born with glass scales; minotaurs with glass horns -- but a time came when both viashino and minotaurs were born with entirely glass skeletons. Some were born with refractive bodies, becoming known as the Prismati, a people so beautiful that Ahmasahrans would praise the sunlight shining through them (the same sunlight that they would have cursed hundreds of years earlier, crossing the sweltering dune sea of their plane). And next to the Prismati were the Miraya, a people born with reflective bodies; mirror entities that were marveled for their virtuosic proficiency in magic and "mimeomagic."

I really do predict this to be our worst rare in set award winner. I'd be happier opening a jar of eyeballs, so I think anything worse is highly unlikely. This card wont just have zero constructed potential, but not be significantly better than a mass of ghouls in a draft.

IIW: Replicate
I've been waiting for this ability to be keyworded for awhile, but I'm not sure that it should be used on the spell in that way. kind of like just making Lightning Helix read "Lightning Helix deals 3 damage to target creature or player. Lifelink."
Mind-Reader's Mangrove1GUB
Creature - Treefolk (U)
Psycheblast 2 (This creature enters the battlefield with two +1/+1 counters for each card that left a player's library this turn.)
Remove two +1/+1 counters from Mind-Reader's Mangrove: You may look at any number of other players' hands.

IIW: Improbability.
I would restrict the effect to your own library only. That way if you want to use some of the more powerful mill spells to pump up your Psychers, you have to be wiling to aim them at yourself.
Deatheater Shaman2BGW [R]
Creature - Human Shaman Salvage - At the beginning of each end step, if two or more permanents were put into a single graveyard from the battlefield this turn, put a +1/+1 counter on each creature you control. To embrace death is to welcome the most inevitable force known to the living.

4/3
IIW: Pressure
You're suffering from formatting errors. You've made a new kayword, but you've formatted it as an ability word. also you should make it Encroach N, it gives it some new design space, and can be used for more (or less) powerful effects. The cards should read:
"Encroach 5, :symtap:: Add one mana of any color to your mana pool (To encroach 5, put the top 5 cards of your library into your graveyard)"
Vyscovian Bloodknight1WBR
Creature - Human Knight (R)
First strike Breakthrough - Whenever Vyscovian Bloodknight attacks and any of your attacking creatures aren’t blocked, creatures you control gain lifelink and ":symbr:: This creature gets +1/+0 until end of turn." until end of turn. Vyscovian virtues dictate that the potential for godhood lies in all soldiers; it simply takes an extraordinary tactician to unleash an army of deities.

Soulbleed(Whenever this creature dies, you may return target non-land permanent with converted mana cost less than this card from the graveyard to the battlefield. If you do you lose X life, where X is equal to the converted mana cost of that permanent.)
1/2
IIW: Red cards you'd like to see.
I really just don't get the flavor behind this keyword, it's kind of like soulshift, but stronger, and less specialized. screams out for combo decks.
Kronar, Ageless Conqueror3RUG
Legendary Creature — Human Warrior (m)
First Strike, Haste, Pillage (When this creature deals combat damage to a player,

Whenever a spell or ability you control would destroy an artifact an opponent controls,

He taught his followers how to capture war machines instead of destroying them. The
invasion was quelled after only five victories under his command.

*/*
IIW: 4-8cmc auras
Another person suffering from formatting errors. You're phrasing your keyword as an ability word, and then making the reminder text into rules text. Limitting it to a ETB effect is a poor choice, as I could see a "whenever ~ deals combat damage to a player Sift 2" ability. The cards should read:
"When ~ ETB sift N (To sift N, put the top N cards of your library into your graveyard, then return a card with a converted mana cost of less then N from your graveyard to your hand)"
it's a cool effect somewhere between dredge and tutoring, VERY powerful, and I wouldn't be surprised if there are some infinite combos hidden in there.

IIW: a creature based off a character from a popular fictional story
I've been waiting for this ability to be keyworded for awhile, but I'm not sure that it should be used on the spell in that way. kind of like just making Lightning Helix read "Lightning Helix deals 3 damage to target creature or player. Lifelink." Where do the rest of the cards go? Strong Idea, just not complete yet. I would restrict the effect to your own library only. That way if you want to use some of the more powerful mill spells to pump up your Psychers, you have to be wiling to aim them at yourself. Not a keyword. You're suffering from formatting errors. You've made a new kayword, but you've formatted it as an ability word. also you should make it Encroach N, it gives it some new design space, and can be used for more (or less) powerful effects. The cards should read:
"Encroach 5, :symtap:: Add one mana of any color to your mana pool (To encroach 5, put the top 5 cards of your library into your graveyard)" Not a keyword. I guess I didn't ask for a new keyword... but... you didn't even make a new card... I really just don't get the flavor behind this keyword, it's kind of like soulshift, but stronger, and less specialized. screams out for combo decks. Pillage means to steal, not to destroy. so specific of a keyword, and such a simple effect that it really doesn't do much for the game. Once again, not a new keyword (and even a stale implementation of it), I can agree that it does fit that wedge well.
I don't get what makes rebound more white then it is black or green (red and blue I can understand) No new keywords This has no place in white or green No keyword new keyword.
Really like this one, plus the shade is one of the more interesting cards in this round Another good mechanic, reminds me of the pay to phase creatures, dodges kills, and sets off abilities, lots of fun No keyword. No keyword. Cool mechanic, green likes it allot with all its buffing, but it can also backfire really quickly vs burn.
As long as you have two permanents with reflect you can continually fork the spell or ability, inherently broken.
