Wailing Cries. 3/10. Sorry, I know you said it was at the middle of the night when you made this card. I can see what you're getting at. The storm and gravestorm can really make a bunch of copies of this spell. But with the second line you can manipulate the number of Wailing Cries on the stack hence manipulating it to your desired effect. There's one problem: The fact that you countered it doesn't mean its still not in the stack. The countered ones will not resolve but it is still on the stack, hence the second line is useless.
Which brings to the second line:
:1mana:, Sacrifice a creature: Counter Wailing Cries. Play this ability only if Wailing Cries is on the stack.
It is really weird that a line like this be found on a nonpermanent. It should have been worded differently. Non-permanents do not have activation cost, because they are not in play.

5/10. I liked the idea of the card, although it's too powerful. There's also that flawed wording for the "pact" ability. I know you're required to have a CIPT ability, but I think you made the wrong choice. The way it's worded, it's ambiguous whether you have to pay during your next upkeep or when it comes into play. I know it's common sense, but it's just weird templating. It could be more streamlined. "At the beginning of your next upkeep after ~ comes into play, etc. etc."

7/10 Decently balanced, if somewhat frustrating for an opponent without the right removal, and combolicious if you can get it to lose flying and gain deathtouch. Flavorful, even without flavor text. Odd fit for green, though. Black doesn't need green for spirits to regenerate.

Wiki: In British folklore, a boggart (or bogart, bogan, bogle or boggle) is a household spirit, sometimes mischievous, sometimes helpful. In Northern England, at least, there was the belief that the boggart should never be named, for when the boggart was given a name, it would not be reasoned with or persuaded and become uncontrollable and destructive.
Ballance-wise it is hard to knock, because there is little information on either Boggarts or Planeswalkers. Besides being for a dedicated boggart planeswalker deck, this card is not too interesting.

oops, too slow posting. Overzealous Undertaker. 7/10. Well it definitely plays well with Mortal Combat which was the request. But it still might be a bit overpowered or the opposite depending on the environment. During the Tempest block this card would have been insane.

7.5/10 The flavor and abilities are great. It makes sense as a card. I also like that it is not just a color hoser, but has an effect on the game. However for 5 mana, the opportunity to beef up a creature you control at best 3 other times in the game, is not all that great. Without the grandeur this card would be way overpriced, and with the grandeur sometimes this will really swing to an advantage, but in limited it is not enough (unless red and black are super dominating colors in that block) . In constructed you need some graveyard recursion to make this work, but if you would be getting things back from the grave, it would seem you could do better than this.
Next: A card related to Dungeons and Dragons somehow.
I like this card, but it could be a little abuseable with Evoke. Plus it's hard to keep track of tapped/untapped in the 'yard. Perhaps:

Yeah, I agree that Boggarts will be creatures. I was trying to make a Tribal card that would go along with Boggarts like Bound in Silence goes along with Rebels. I was picturing a bunch of Boggarts looking for a diamond in their swamp, and you use the diamond to lure them to you. Not the greatest idea, and not the greatest execution of it, I'll admit.

Creature - Ooze
Whenever Gigantic Gelatinous Cube blocks or becomes blocked by a creature, remove that creature from the game and put three digestion counters on that creature.
At the beginning of your upkeep, remove a digestion counter from each creature card removed from the game by Gigantic Gelatinous Cube.
When the last digestion counter is removed from a creature card removed from the game by Gigantic Gelatinous Cube, put it into its owner's graveyard.
When Gigantic Gelatinous Cube leaves play, return all creature cards removed from the game by it into play under their owners' control.

Yeah, I agree that Boggarts will be creatures. I was trying to make a Tribal card that would go along with Boggarts like Bound in Silence goes along with Rebels. I was picturing a bunch of Boggarts looking for a diamond in their swamp, and you use the diamond to lure them to you. Not the greatest idea, and not the greatest execution of it, I'll admit.
Anyways, since the previous post didn't make a request, I'll make one:
