The ability is not worth four mana or a card: it relies on the opponent to do something they may never do, even in a limited environment (extra benefit on Declaration in Stone isn't enough to justify it). What this is is a small, techy upside to put on something that would already playable otherwise, like a 1/1 flying spirit for U. Or just make it investigate for itself. I'd still cut the cost though. 3/10
