The flying support is interesting, though with this much love I assume there is an adequate amount of hate in Red and Green, though that's not important.
Talsin's Judgment is too much for too little. It would feel better if it cost 3(W/U) and cost 1 less for each creature you control with flying. It can still cost (W/U) but not on turn 2 anymore. If its power is too low now you could add scry 1, though I think it would be fine.
Talsin, Sky Sorcerer is way too pushed. The closest comparison is Edric, Spymaster of Trest, whom in 1v1 functions similarly enough. For the same cost you've given Talsin two keywords, an activated ability, and better stats. Even at 2WU they might be too pushed, though at any higher they would have to be bigger. WWUU might be the ideal cost.

Yeah, I would imagine these cards would be in a set where there would be enough flying hate, perhaps a legendary creature to rival Talsin that has reach and hinders flying creatures.
Talsin's Judgment seems fine to me. Immolating Glare costs 1W, destroys the creature instead of a delay effect, doesn't require having any special types of creatures and can target flying creatures. Without having the creature with flying on the battlefield, it's much worse, but even with the creature, I wouldn't say it would be strictly better because it isn't even complete removal. Condemn is another card that Talsin's Judgment can be compared to for reference.
I wouldn't say Talsin, Sky Sorcerer is way too pushed, but maybe a little bit. Consider Updraft Elemental, it has the same stats, also has flying, and has the same converted mana cost, but it is a mono colored common. Edric, Spymaster of Trest is very different and better. It's much easier to draw cards with Edric because any creature can deal combat damage to draw you cards (including unblockable creatures) and in multiplayer his ability encourages players not to attack you. He's also an elf, one of the strongest tribes in all eternal formats. Perhaps Talsin, Sky Sorcerer could have a of toughness 3 or 2 instead.

You can't compare putting a card on top to putting a card on bottom or even destroying. Compare to Sweep Away. Destroying/exiling a creature is seen as the same as putting it on the bottom of a library, but putting it on top is part of a lock that stops your opponent from playing the game, it is a significantly stronger effect. Cost reduction effects are one of the most dangerous mechanics you can use, even if it doesn't reduce it to 0. Then this card is in a set where the number and value of fliers is exceptionally higher and this card looks like a 1 mana removal spell on par with Path to Exile.

It's a conditional removal spell that sometimes costs 1 mana that only works on attacking creatures without flying. It's basically Oust with instant speed, but can only target attacking creatures and can only target nonflying creatures (in a set that would presumably have more flying creatures than usual). Not saying it's not strong, but it's not on par with Path To Exile. You have to jump through a hoop to get the cost reduction, your opponent's creature has to do an action, and it can't have flying (even though it's in a flying matters environment).
Putting a creature on top of a library isn't strictly better than removing it indefinitely, but you are right that is does have certain benefits.
