I'm working on a 10-card uncommon legendary creature + grandeur cycle. Here are the first two, for your consideration:
Girgor the Incorrupt1UB
Legendary Creature — Zombie Monk [U]
Flying
Whenever Girgor the Incorrupt is dealt damage, scry that many cards. Grandeur — Discard another card named Girgor the Incorrupt: Girgor the Incorrupt deals 3 damage to target creature and you gain 3 life.
[1/4]
Bika Sun-Thief3RW
Legendary Creature — Monkey Knight [U]
Haste
When Bika Sun-Thief enters the battlefield, tap all other creatures. Grandeur — Discard another card named Bika Sun-Thief: Exile Bika Sun-Thief, then return it to the battlefield under its owner's control.
[5/3]
Girgor is a great little package that feels refreshingly out of the box for his color combination (i.e., no milling).
Bika feels like he needs more oomph... what if he gave your creatures +1/+0 until end of turn on ETB? EDIT: Misread his p/t as 3/3. Pump would still be interesting.
Heh. I did seek out a little Hanuman inspiration for Bika, so you caught that. Girgor was actually the result of me wanting to to a legend based on a Buddhist mummy, but I decided to give him a Maltese name. It was probably a subconscious connection to Rasputin that I picked the Maltese form of Gregory / Grigori, but not something I did deliberately.
I really did want Bika to be a legendary Shrieking Mogg / Thundermare, so I don't really want to replace the haste or the tap ability. If it needs more oomph, maybe I could add more P/T, lower the cost, add another combat keyword, or something like that. Or maybe I don't understand exactly what you're suggesting with the pump thing?

All those tapped creatures will make little use of that power boost though.

Planar Chaos was not a mistake neither was it random. You might want to look at it again.

They sure will at instant speed. I guess my idea is that playing Bika normally would give him a small power boost for the first swing, which might occasionally matter in close games, but that using his grandeur during your declare attackers step would help you alpha strike. Also, it would let Johnny play with To Arms! effects in Limited.
Is Girgor's "scry that many cards" the correct wording for this kind of effect? It works for card draw because that uses a "draw [NUMBER] cards" template, but scry isn't an action performed on cards. The correct wording would most likely be "...scry X, where X is the amount of damage dealt to Girgor."
These are amazing- they feel uncommon, legendary, and weird in an old-school Magic kind of way. These 2 legends look perfect for Legends 2.

Ugin's Insight and Oath of Jace do use Scry X in their wording, but I like the current wording better and it would be consistent with WotC's recent efforts to minimize the use of X on cards.

One the one hand, you see effects like Sleep at uncommon and Dawnglare Invoker's at common. On the other hand, stuff like Icy Blast gets printed at rare.
My personal take on it is that there's some flexibility in rarity for tapdown effects like this. But I'm interested in what others have to say.
I feel like Thundermare and Shrieking Mogg would just be avoided entirely, but if they did exist it could only be at rare. The mass tapdown in red is an anachronism, so though Shrieking Mogg's power level is more uncommon than rare, the color-bending wouldn't allow it to be at uncommon. White and Blue are the colors of tapping, so Sleep and Dawnglare Invoker at uncommon are allowable. Icy Blast is a strange case, without the Ferocious upgrade I would see it at uncommon.
Your design incorporates white, which allows the card to use a mass tapdown effect without being locked into rare. I think just that the efficiency is too good for an uncommon, especially with the potential re-use with the Grandeur ability, which can be used at instant speed to both block an opponent's attack and leave no blockers for the following turn. So I propose bringing the efficiency of the body down, probably to a 3/3 to compensate at uncommon.
