There might be some outcry about legends that are unworkable in Commander, but that's acceptable, considering there are already ones that are out-and-out unusable (hi Phage and Haakon).
Using legendary as a "restrict-to-two" ability makes sense for these buffs. My one complaint is, uh... the white one might be a little too much when you drop both? A 2/3 for 1W at common is already way difficult to attack into for Limited - when it's actually a vigilant 3/4 then that's frustratingly game-slowing.
And yeah, sure, Brothers Yamazaki is unique, but it's also been around for 12 years, and its ability is actually a little wonky with the updated M14 legend rule. (You'll notice that these here have a subtly, but significantly different wording.)

thinking about the admonition that "if your theme doesn't show up at common, then it's not your theme",
thinking that Legends 2 is more than just a Commander set,
and answering both of those implied questions by sticking the non-Commander-friendly legendary cards at lower rarities, particularly common.
To be clear, as I think about the set, I think about it having more Commander love than probably any other set that is meant to be Standard-legal and draftable. But, I'm also thinking that Commander does not have a monopoly on legends, and the set is allowed to have some legends that don't play well with Commander.
I accept your critique about the white one. Would a different ability besides vigilance be a good direction to move? Or does that not fix things, in your opinion?
See, I had a sneaking suspicion this was all about Legends 2, and now you've said the magic words...
The white one needs to be a 2/2 base, point blank. Nobody's going to feel bad about running that in Limited, or at least no worse than any of the other bodies in the cycle, and then two 3/3 vigilants is quite enough of a reward for dropping both.
These are incredibly complex cards for common. That said I like the choice of keywords used to each pair though the white one is obviously a massive road block in limited. And changing it to a 1/3 makes it worse. Making both the black and the white one powerful wall creatures will slow down limited games significantly, if that is your goal because you want to be dropping 8+ drops and such then this is a way to go. What is the desired speed of limited? Zendikar fast? Or Rise slow? Those are the extremes and players loved them both for different reasons so to tweak the stats on these you need to know the speed you want for your format.
They are. I acknowledge that they're eating up a significant chunk of permissible common complexity, but I think it's worth it if the result is getting the legends theme at common.
I also kind of like that there's a common cycle that refers to the "legend rule", even if it is complex. I think it helps remind players that the rule exists, and that it's the major theme of the set.
I'll have to lighten the complexity load elsewhere (I say that a lot as a designer, but... hold me to it.)

I can't imagine this being anything other than a hugely bomb-dependent Limited format. Players must have a chance to drop their enormous, gnarly legends. So, I'm happy if it veers towards RotE speed. So, I'm a little disposed to allowing some cheap, chunky blockers to discourage fast aggro. That said, I still take void_nothing's critique seriously and I will accordingly consider the white one flagged for the time being.
Given you want a slow format, how about you make the white one a larger defender that loses defender with its ability. Something like Dragon's Eye Sentry? Its pushing complexity higher but it might be worth the weight.

You know, I had that thought in passing literally about five minutes ago.
While it is commendable that you try hard to put your theme at common, you also have to make sure that the theme you put at common is in that form representative of the mechanic - and this cycle is clearly an example of an exception to the way legendary permanents play.
As such you are following the letter of the rule more than the intent.
Regarding complexity alone all of these should be red-flagged.

I think brotherhood would put you well past common , but it's just an idea.

Well, these are all supposed to have the same name, right? I... really don't think that all of those cards are supposed to share a single name. I think the idea was just to turn Brothers Yamazaki into a common cycle.

As much as I'd love to see that - it would require quite a bit of rules retooling because Commander is still singleton. I don't think you can legally have two copies of Bruse Tarl, Boorish Herder as your commander just to pay commander tax only half the time.

Brotherhood (You can have two commanders if both have brotherhood and the same name.)
If you control exactly two permanents named ~NAME~, the "legend rule" doesn't apply to them.
I think brotherhood would put you well past common , but it's just an idea.
Well, these are all supposed to have the same name, right? So this already breaks the rule of every card with the same name being funtionally identical, so I would suggest updating the Commander rule so you can use two cards with the same name if they are functionally different (I have an idea to make this feasible with minimum effort - it's an old thread though and I don't feel like scouring the archives for it today).
