I like the design in general. The flavor of an advisor who gives you good advice and gives opponents bad advice is cool. That said, this card would grind games to a halt. Does this really need to use coin flips so much? Does it really need to fateseal for each opponent? Keep in mind that "fate seal 1 for each opponent" in a 4 player game would let you Fateseal a single opponent 3 times in a row. Can you imagine trying to resolve that effect in a game of EDH? Finally, I don't think Lecram is flavorfully UR. An advisor with its own agenda seems very blue black to me. I think I'd go with the following...

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Modified his ability to Fateseal once and also made him Grixis in his color identity as this fellow did play a role in helping to assassinate the emperor he served as advisor to.
Yes the coin flipping is integral to his balance. A guaranteed Scry 1 or Fateseal 1 is far more powerful than the same effect but locked behind winning a coin flip.
Plus the coin flipping is not only for balance. It adds tension and drama. "Will he or won't he Fateseal me for 1?" If your opponent believes they have a chance, they are more willing to let him stay on the board. As their is the possibility of failing both of his coin flips during a turn and all you have remaining is a 1/2 with Skulk and gained no card advantage. It also adds flavor to him. By having a chance of failure, the Advisor might have failed in their mission to help you or hinder your opponent. Also it makes Krark's Thumb and Chance Encounter have synergy with him.
