I make a similar thread every now and then and like to look back and see how many repeats I get.
Lightning Arrow

Twin Shards
Instant
~ deals 2 damage divided as you choose among one or two target creatures and/or planeswalkers.
Scorch
Sorcery
~ deals 2 damage to target creature or planeswalker. If a permanent dealt damage this way would be buried this turn, exile it instead.
Pierce
Instant
~ deals 2 damage to target creature or planeswalker. If a permanent is dealt damage this way, it loses indestructible until end of turn.
Ambush the Cohort
Instant
Choose one or both -
~ deals 2 damage to target creature.
~ deals 2 damage to target planeswalker.
Twisting Embers
Instant
~ deals 1 damage to each of up to one target creature, up to one target planeswalker and up to one target player. Damage dealt this way cannot be prevented or redirected.
Hurl a Rock

As an additional cost to cast ~, tap an untapped creature you control.
~ deals 3 damage to target creature or player.
Aim High
Instant
~ deals 4 damage to target creature with converted mana cost 4 or more.
Whip
Instant
~ deals 1 damage to target creature. That creature gains haste and attacks during its controller's next combat if able. "Ouch."
Thorn in the Paw
Instant
~ deals 1 damage to target creature. Tap that creature. "Ow."

Planar Chaos was not a mistake neither was it random. You might want to look at it again.

Scorch R
Sorcery
~ deals 2 damage to target creature or planeswalker. If a permanent dealt damage this way would be buried this turn, exile it instead.
Bury means destroy and can't be regenerated. I get what you are trying to do but avoid words that already have official meaning.
Thorn in the Paw, red doesn't tap creatures. Especially as an instant.
Aim High, while I like the flavor here, an instant speed Flame Slash seems completely reasonable at 2.
The rest of the cards are wonderful, powerful but not broken and flavorful as heck.

I don't know whether you are aware:
Quote from Magic Comprehensice Rules »
Bury (Obsolete): A term that meant "put [a permanent] into its owner's graveyard." In general, cards that were printed with the term "bury" have received errata in the Oracle card reference to read, "Destroy [a permanent]. It can't be regenerated," or "Sacrifice [a permanent]."
Many cards that used bury have received errata to say "destroy and can't be regenerated", but what it means is "put inot its owner's graveyard". I am returning this from obsolescence with its original meaning not the facsimile produced by errata.
Thorn in the Paw, red doesn't tap creatures. Especially as an instant.
It's not a core red mechanic, but doesn't violate the color pie any more than it does in black or in green as far as I can tell. Or is there a specific reason red cannot go there ever?

I think [they're][quite][good], but I'm not sure why they can't hit players, thematically.
Those are all bottom-up designs, so "thematically, shmematically".
It's justified in Ambush the Cohort for what it's worth. Flavor text could be about taking out key figures allied to an unapproachable enemy. You can imagine some of them to have flavor text regarding the merits of short range spells if you prefer.

It's not just not a core mechanic it has only appeared once on a monored card. While it could show up on an sorcery on the rare specific occasion it can't go on instants because red doesn't stop creatures form attacking like this.
For being in green and black, it was an experiment in green to represent poison with a non-leathal version. They tired it and it didn't work. Black is more of a rare occasion kind of thing, and red could get it as well but not on instants.
Lightning Arrow seems good. Twin Shards is pushed, Uncommon at minimum. Scorch uses bury in a way that it was not used when it was a valid mechanic. Bury was alway an action to be performed, not a condition to be referenced. This would require rules clarification and reminder text to not confuse players. Pierce is an inappropriate application of Burn From Within's ability. That effect was clearly meant to be a special bonus for a rare red spell, and making it a sorcery was very much a deliberate decision. Removing indestructible is a powerful effect and costs need to reflect that, the surprise factor of being an instant makes it even more so. Ambush the Cohort seems good. Twisting Embers seems bad, I would not play it. Hurl a Rock is very good, would be Lightning Bolt 5-8 in RDW / Burn. Aim High? Your version is reasonable, sort of the red version of Reprisal. Whip is cute and flavorful, I love it. Onceuponatime, red could tap some creatures sometimes. Those days are long gone, unless you look at specificmythics. Thorn In The Paw breaks the color pie. When black did this, it had an excuse of being adjacent to blue, and when green did it could claim adjacency to white, but they were still very out of place. Red has no such excuse, forced tapping is antithesis to red's philosophy.
Lightning Arrow
Sorcery
~ deals 3 damage to target creature or planeswalker.
At this point the big problem is that we're overflowing with 3-damage-for-1-mana burn spells. I happen to think there'd be no problem with a sorcery lightning bolt, but I'd prefer shock or lava hammer effects with block keywords (Cycling, scry, blah blah blah).
Also, Planeswalkers are supposed to be "like players", so flavorfully this is somewhat problematic.
Pierce
Instant
~ deals 2 damage to target creature or planeswalker. If a permanent is dealt damage this way, it loses indestructible until end of turn.
Neat. I don't like the proliferation of indestructible everywhere, but this is cool. Also, please let it hit anything!
Twisting Embers
Instant
~ deals 1 damage to each of up to one target creature, up to one target planeswalker and up to one target player. Damage dealt this way cannot be prevented or redirected.
Flavor in the name is awesome. Effect doesn't live up to the name though.

You mean an instant speed Bathe in Dragonfire? It's format dependent.
Thank you!

Mind you, this would see play and is useful.
I don't see why this couldn't be unrestricted. Functionally better shock for the quality!
Incinerate and Shock had a baby. If this could it anything, I'd love it.

Entwine 0! This way you can print a liGHtinGRift for entwine!

Conceptually, I'd prefer this to be a fireblast effect - 4R or sacrifice a mountain.
I thought this'd hit flyers only.
This I could see this doing 2 damage. Maybe make it a cantrip and sorcery?
I don't see it. MAYBE this is one of those WR spells that deals 2 damage to up to 2 creatures and taps them?
