Ray of Enfeeblement, a ray should target only a single creature, I'd go with wave.
Dwarven Ballista shouldn't be restricted to attacking and blocking creatures, thats whites thing. Also should probably deal 2 damage to you to balance.
Sage Advice, Presence of the Wise isn't exactly a powerhouse, a strictly better version should be fine try 2(G/W)
Goblin Lobbers is an incredibly powerful ability. Even as a 1/3 I'm hesitant to say it isn't too strong
Tree Serpent, I really like this card, but why Guile?
Refract should not cost one, hybrid, mana. All the precedents for this effect have been at least two mana and this is as often as not better than a counter. As compared to Swerve, this should be 2(U/R).
I "get" Death Blow, but as worded the ability reads nongreen. I'd spell it out if you're aping deathtouch: "Until end of turn, damage is dealt to target creature as though its source had deathtouch."
Why do you suppose guile (as you keyworded it) should go in blue, of all colors? If it had to have a secondary color I believe white would be it, since it's the opposite of menace and has a "fair duel" feel to it. Guile even has a completely opposed ability to this one!

As for Guile, I chose (G/U) because the effect is already in green and is a step down from blue's "can't be blocked". I really like the flavor of "fair fighting" in W, but (G/W) already has vigilance, deathtouch, and now "can block an additional creature". I'm not 100% sold on the mechanic as a keyword, but I needed something so I could move forward with design. There's some voids that are challenging to me to fill and still feel reminiscent of Alpha due to of the loss of landwalk. Thanks again.
I really like Guile, except for the name. Mostly because Guile must be keyworded into a large creatures in order to have impact but large creatures are rarely Guile.
I would use Elusive or something like that, specially for blue/green.

While I don't like Legend's version, your version is an egregious color break.
Why not just give target creature deathtouch until end of turn?
