Been working on this mechanic for a while. Basically I wanted to create a keyword action combat trick, and also got inspiration from regenerate. From what I can see, the biggest issue with this is that it increases combat complexity, so I'm not sure that it's any more useful than just as an occasional filler mechanic. I also see this as being mostly G/W/U. Opinions?

I'd say make this "use only once per turn" unless you fully intended to give every color a pump ability. It really seems off on blue, and oddly enough you excluded black and red (given that both black and red are also known for pump abilities).

It's pretty much just because of the untap clause. I actually think the ability would be fairly appropriate in black and red, but I was also afraid that it would be giving them an amount of untapping that isn't usually available to each color?
I think the ability should be primary green/white, secondary blue. Blue is more allowed to get pump than I think red and black are allowed to untap things in this way. The flavour of it is fairly blue as well.
I'm not sure exactly what role this mechanic is supposed to fill.
I would like this mechanic a lot if it could only be activated if the creature is tapped. You could spell that out or use the untap symbol (Maneuver-1W,Q: ~ gets +1/+1 until end of turn.).
"Maneuver only during combat." is an unnecessary restriction.
It reminds me of cards like Foxfire or Elvish Scout to name a few. Templating could be similar if you wish to have the combat restrictions.
Without a restricrion of some kind, cards like Axebane Guardian, Benthic Explorers amongst a bunch of others could create infinite mana engines. Not to mention, at the end, you'll get some massive beast to punch someone in the face.
