This one changed a lot and the changes push it outside the comfort zone of the color pie. Feel free to take stabs at a better cost!
Sheoltun Bureaucrat's a great hatebear! And damn, what a flavor reference. Tobias Andrion would be proud.
Moribond (You mean Moribund?) Agitator is also, well, fine. I'm a sucker for the very "decisiony" style of fabricate duders.
Ley Execution is extremely cool, but it's definitely too much of a bend; exiling Equipment is only the most glaring example I can think of. Would costing this three colors be objectionable? WUB, BGU? If it has to be two, 1WU is better, or even 1WB, since I can see activated/triggered ability countering justified in white.
Balduvian Chimpanzee has sorta disappointing stats for the color requirement. Is 3/2 out of the question? Or 1(R/G)?
Daraja Saiga is very reasonable. (G/W)(G/W) is what I'd expect to pay for a long-lasting blocker.
Horrid Huntsman has the most interesting name and flavor, but these days black is less likely to get a 4/2.
What themes am I missing? I see activated/triggered abilities and tribal. Also, flavor references to Dominaria (specifically Madara, Terisiare, and Jamuraa), Zendikar, Kaladesh, and possibly to Lorwyn.
Regarding Horrid Huntsman, I expect an Archer to do Archer-like things, which this does not.
On another note, I notice you've done some interesting things with the "code," in this post you created thick black lines and embossed boxes. Is there a guide somewhere that talks about how to do fancy things like this?

If I have to move it anywhere, I have earmarked as a cost that is allowed to remove anything ( ) and historically green has had a knack for countering abilities especially when paired with blue as something of a rare ability. And flavorwise it surely fits the name.
I was willing to ignore ETB and death triggers and see what glaring examples of common abilities I missed - and equip abilities are just to fundamental to a very common card type to ignore that this allows for artifact removal after the fact. *pondering* I see no clean solution I personally prefer to adding green.

I didn't want to give red Devilthorn Fox and haven't considered Swordwise Centaur that is also available to red. It's a harsh spot for vanillas to be hybrids between a creature color and a spell color and I wanted to err on the side of not being generally better than a relatively recent green vanilla for a card available to just red.

I'm not certain whether I get you right, but here is my take: Black is more likely to get high toughness creatures these days, but still goes both directions. If you are more likely to believe into evidence from recent sets just look at Maulfist Squad and Ovalchase Daredevil. But for midrange creatures black is quite balanced.

All of these came from exploring vanilla creatures that have a creature type starting with A. Hence punishing abilities and producing vanilla tokens (+ abilities to do something with vanillas). It's a loose theme. But I even included tribal as a card type just to keep the creature type theme going. ^^

I see your point. It is a toss-up in my mind whether I should have higher power or toughness on my vanilla Zombie Archer. The mechanical thing this does to be an Archer is subtle like Reverent Hunter.

There was a post showcasing some bb-code somewhere on the site, but it is lost to me ever since the migration. I suggest quoting my post and duplicating the code I used. You can easily experiment with it.

Bureocrat - Dropping the tap symbol would get the job done nicely. Something like "Nonmana activated abilities of permanents (or just creatures) your opponents control cost 1 more to activate."
Moribund - (nice word). Wouldn't Echo suffice? Having to sacrifice a creature every upkeep seems awefully steep for this.
Execution - How about:

Chimpanzee - Magic's at the point where this could be colorless (at common) if it wasn't for blue. Not that it has to be. Just sayin.
Saiga - this actually could be colorless. I only bring this up because when I see hybrid mana symbols, I habitually ask myself "could/should this be colorless (yet)?"
Huntsmen - I can see "archery" flavor in this as the big power to toughness ratio.
