As for Zeria, it's a cool concept. Seems fine for multiplayer Commander, but in other formats it seems overpowered. On the second turn it's out you get 2 damage, then 4 damage, then 6 damage, assuming you're not discarding cards in other ways. Maybe it should cost 5?
Zeria, Mistress of Madness is incredibly broken. It's obviously too good. In a four person game, you could Magus of the Wheel, each player discards 5 cards (maybe even more) and suddenly at your end step, you get to deal 20 damage to a player. Maybe this could be fixed if you had the opportunity to pay 1 each time a card is discarded to put a madness counter on it.
In a Four Person game if no one can respond to a 2/2 with Zero protection and a 3/3 with Zero protection By T4-5 then then they were going to lose anyway. Zeria can be adjusted but is she by no way broken. She is powerful but not broken, without access to blue getting her out and protecting from from obvious kill spells and wrath is nigh impossible despite the various discard engines. She is T1 or high T2 she is in no way Levold or Oloro in Duel Commander or Karador and friends in multiplayer.

While I think it's an interesting design, I disagree that is isn't broken. You can cast Zeria and on the same turn you play a wheel effect and deal more than half of an opponent's starting lift total. Then if she sticks for more than a turn, you can do it again. Lightning Greaves and Swiftfoot Boots are cards by the way. Leovold, Emissary of Trest is good, but can't do that. If Levold goes unanswered for one turn, you might lose most of your hand, but you won't lose most of your health.
At the bare minumum, she shouldn't get to use her triggered ability until your next upkeep, not end step.
Leovold + Puzzle Box lock you out of the game....Plus with Access to Ramp you can easily T3 Wheel Effect and basically win. This is faster than most T1 decks that can consistently win T6 he can hardlock T4 consistently.
Oloro in Duel single handily made Aggro invaild.
Zeria having to wait for her next upkeep would never happen as she would get killed before virtually everytime especially in mutliplayer.

I think V2 is a lot better, but deciding to make triggered ability occur at the end step you may be under estimating the power of.
In all of magic, there are only 6 legendary creatures with end step triggers. One of them is a creature with a converted mana cost of 10. The others are not nearly as powerful of abilities as Zeria except for maybe Meren of Clan Nel Toth. Meren is widely seen as oppressive/top tier and she's easily the most played general in her colors.
End step triggered abilities are much less common than upkeep triggers because they are a lot harder to prevent.
I don't think the goal of creating competitive but balanced generals should be comparing them to the greatest most powerful/broken legendary creatures ever created in all of magic. You general is a relevant creature type that disrupts hands and enables madness/reanimation. It also can deal a lot of damage in multiple games.
P.S. I play Oloro and Leovold, and they don't get killed before every upkeep (no, this isn't because of blue). Threat assessment, politicking and protecting your permanents are important factors in the format to always consider.
There is not polticking in Duel Commander..... Oloro and Leovold are fine in Mutliplayer in Duel is where they are god tier. Oloro allows you to completely draw and go for the win and use cards that require a boat load of life to literally no investment outside of running Oloro in the command zone. Leovold has the best colors in commander with one of the most powerful abilities.....ever in the format. Where as Zeria is better in Multiplayer Commander it allows allows 3x the amount of removal to deal with.
P.S. You don't even have to PLAY Oloro like at all, he is just there in case you you know you can win and don't want to wait on drawing your manlands.

No, that is not the problem, the problem is the end step part as she requires an answer that turn if she is summoned and wheels in the same turn. That Zeria as a commander is not very competitive and a underpowered for the mana cost.
