Now that we've seen Kaladesh's take on Vehicles, I have an idea of how to implement mounts (basically the creature equivalent of vehicles).
Stabled StallionW
Creature - Horse
Mount 2 (This creature can't attack unless you tap any number of untapped creatures you control with total power 2 or more.)
2/3
Collared Drake1U
Creature - Drake
Flying
Mount 2 (This creature can't attack unless you tap any number of untapped creatures you control with total power 2 or more.)
3/2
Harnessed Rhino2G
Creature - Rhino
Whenever ~ attacks, it gets +1/+1 and gains trample until end of turn.
Mount 3 (This creature can't attack unless you tap any number of untapped creatures you control with total power 3 or more.)
4/4
Rider's Dragon2RR
Creature - Dragon
Flying, haste
Mount 3 (This creature can't attack unless you tap any number of untapped creatures you control with total power 3 or more.)

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Should probably prevent blocking as well. Other than that, certainly has the feel. I'd like to see this kind of mechanic but it's probably too close to vehicle/crew to work.

A mere ten days after the Mending, a young knight of Valeron and a young ranger of Eos made a discovery that would change Alara forever.
It doesn't make sense to have mount on low power creatures. On high power creatures it feels more of a drawback to get casting cost low.
Do you mean it doesn't make sense from a flavor standpoint or a power standpoint? There are low-powerVehicles, after all.
Mount feels more a drawback than an activated ability. From a power level standpoint it feels like keywording a drawback. There are creatures with similar drawbacks already: Okk or Bonded construct.
From a flavor standpoint it feels odd that Prized Unicorn can attack but Stabled Stallion can't.
I'd make this a grant bonus ability, you tap the creature with mount and it gives bonus to another creature. But this way it feels like redoing Licids.
Then tack on something like: Any creature that is mounting <Cardname> gets +2/+2 and "Horsemanship".
Wilder Mongrel1G
Creature - Hound
Wilder Mongrel must mount a creature each turn if able. Whenever Wilder Mongrel mounts a Hound, create a 1/1 green Puppy creature token.
2/2
Sorry about that one.
But seriously, it's going to be hard to get the wording right for Mount without triggering a storm of giggles from anyone playing with it.
These are way more caustic for the limited environment than vehicles. 23 mounts and 17 lands is an incredibly strong deck that has the best blocks available, then chips away with an evasive creature until you're dead, and can still attack with half its defender creatures to punish you for not curving out too.
This might be ok for constructed, I don't know. But you'd have to do this as a cycle of rares for limited, but you generally don't want to bring in a new keyword mechanic that appears exclusively on a cycle of rares.
Of course, to be fair, Meld was ALMOST that!

Tapping the mount to give benefits to other creatures?
Or if Mount was written like equip but attaching creatutes to creatures.
Mount 2: Mount this creature to another target creature you control until end of turn, as long as it is mounted this card stops being a creature.
Then tack on something like: Any creature that is mounting <Cardname> gets +2/+2 and "Horsemanship".
