Ok, probably a bunch more I'd like to post so I'll cut it off there...
Nothing here features mechanics new or unique to the set, so they should be fairly straight forward designs I think.
Deepwater Mermaid: Yes, the activated abilities are absolutely insane if she doesn't tap to activate them. Also, if this is relevant, WotC isn't printing landwalk anymore and my sense is that the majority of players agree with this decision, viewing landwalk as not very fun because it reduces interaction.
Low-Blood Outcaste: Definitely cool, but probably should be rare with how powerful it is. Or make it cost 1BR. Or it makes you lose 3 life. It's just really good right now. In general, I don't think BR usually gets creatures on the lower end of the curve that are so good. It's more of a green/white thing, like with Watchwolf or Fleecemane Lion.
Isolate: This is cool. It's good that it differs in multiple ways from Stasis Snare.
Highwood Sunrise: I think the mana cost is fine, but feels like an awkward card. Are there enough green/white decks that want to recur lands as well as creatures? If you keep it as is, maybe change wording to "up to one target land card" so that you can still cast it if you don't have a land in the grave?
Disregard: I would change the second ability simply to Fog (prevent all combat damage that would be dealt this turn). Targeted damage prevention in green is extremely rare and has not been done on pure green cards since Judgment. That being said, I love a modal GU instant that can counter a spell! Very flexible.
Outcaste of Foul Cravings: Very cool flavor, but unfortunately cards that don't untap are super-rare in black and haven't been printed in almost a decade, so I think it's out of black's color pie to do. Maybe another way to show that the Outcaste is feeding?
Deafening Blast: I agree with the above comment, tapping is a blue or white thing, so this card can't be mono-red. But a cool design, and another flavor win. Maybe if X is 5 or more, it deals X damage to each creature? A more damaging Flame Wave for one more mana seems okay power-wise and super fun to play with.
Silence the Opposition: Again, I like the idea but Mark Rosewater has said cards like this cause rules headaches (he wrote about Humility). If we don't care what Mark says, I would reduce the cost by at least W, since there are only very specific circumstances in which you'll be playing this card.
Sorry if I was overly critical in my comments. I do like your designs and you have a great sense of flavor, but I also think it's important to remember what different colors can and can't do in the color pie.

Silence the Opposition. To erase all abilities creates a rules problem with creatures that have variable power and thoughness.
By Order of the King. I'm not sure the cost should be so high.
Deafening Blast. Feels multicolored RU.
Collective Unconscious. Rules problem. There are certainly endless tricky cases of one creature copying another's abilities.
Disregard. Prevent damage is white.
Highwood Sunrise. This feels undercosted.
Tantrum. OK.
