It's strictly worse than Mox Diamond and Chrome Mox.
Mox Quartz and Red Myr are straight up not worth it. You're casting a card that generates only one mana but the drawback is that every card aftwrwards costs an additional 1 to cast.
Breaking them using cards that reduce costs might make them viable, but it's not likely. I'd rather use the slot for something else.
At first blush, I thought Gemstone Mox was medicore but the I realzed this one is a great way to make dual and tri-lands functionally closer to ABU duals. If I was running mulri-color lands, I would totally slot this to speed up tap lands and prevnt damage from pain lands. It's also a sly way to get around the one land drop per turn.
Sigh... and because I would totally slot this means it's probably too powerful.
The drawback in Mox Quartz and Red Myr is too big, let's try something different.

Karn is the opposite. Not too hot for eternal, too much for standard.
