Mass Burn = Maybe a little too likely to cause draws dealing that much damage to each player. Maybe it could just deal damage equal to the number of creatures you sacrificed to target opponent, and cost an extra mana or two.
Toxic Vapors = A black Wave of Reckoning... I kinda like it.
Slightly changed Mass Burn: change the damage part to "where x is the number of cards in that player's hand".
Another possibility for Toxic Vapors: raise the cost to 5 and make it an instant, this way it can be used during combat phases.
Hideous Laughter is the only instant in this -x/-x class, all other black spells are either permanents or sorceries.
A slightly modified version: change the x to be "where x is the greatest power among all creatures on the battlefield". This version hits every creature with a larger x.

The "can't be regenerated" clause became antiquated even before regenerate was retired.
Total Chaos needs to target an opponent. Its current wording assumes a 1v1 game, but the card would be at its most interesting in multiplayer.
Gold hate isn't common enough to really have much of a place in the color pie. It would fit best in black, since black gets the most color-restricted destroy effects. I don't know about putting it in green. Green gets tons of hate against its enemy colors, but hating multicolored is harder to justify. The fact that most multicolored hate has to do with Ravnica's Guildpact doesn't help, either.
Purifying Rain needs to hit artifact/enchantment cards in graveyards.
Purifying rain costs way too much. Ultimately, it's a anti-graveyard card. I'd rather play tormod's crypt. The only time tormod's is inferior is if for some reason you want your opponent to have creatures in the graveyard (say, lhurogoyf) AND he's some sort of non-creature artifact/enchantment recycler (some welder decks, skull of orm decks). That's pretty dang narrow, and even then it's still only an sideboard card.

Natural disaster is terrible. No one plays shatterstorm or tranquility anymore, not because they can be countered, but because they cost too much for their effect. If you desperately need a mass anti-artifact/anti-enchantment spell, 4cc is too much. Stapling the two effects together improve the quality of the card much, mainly because there aren't decks that need both effects. My suggestion would be to cut this down to 4cc or make it an instant. I'd say cut it down to 3, but that invalidates a lot of other cards.

If it doesn't hit planeswalkers it's a worse version of Killing Wave. If it hits planeswalkers it would have to be rare.
