I'm a big fan of cards such as standstill and lunar force. My main concern is what I believe WOTC would call the force of will problem. Such that a game has reached a certain point if you can summon a threat with force back up we're well off compared to other strategies. So my question is this do you believe this card should have the extra condition of being once per turn? Already this card doesn't do much in the early game, doesn't do anything once it is cast, gets weaker over time, and because suspend works at sorcery speed if you want this to be as large as possible you have take a turn off.It more or less just fogs the game for a few turns.
I think it's a little weak as a suspend spell for the reasons you mentioned. You could make it stronger by making it an enchantment as Mondu said. Or you could let it cantrip. That makes it useful earlier in the game.
