These are... very, very unique. I'm not sure I can critique some of them...
Banish - For me, this is black. See Horobi, Death's Wail. It also would be worded... not that way.
Pursuit - This is a very un-green thing that gets enabled by very green actions. I'm not sure on this. It's acceptable in black for sure, but it is edging closer to what Wizards is pushing right now. For quite a while, all green had was fighting to deal with creatures, but now with "deal damage to a creature equal to your power" aka Clear Shot, Moonlight Hunt, and Rabid Bite, I guess it could be acceptable. Before returning to Innistrad, I would have said no way.
Learned Presence - Too weird for my tastes, and seemingly very swingy. Does nothing a decent amount of time.
Discordant Bolt - Seems too strong? That it counts lands is what is strong. Given the focus on non-basic lands these days, it seems like it does too much for one mana. If printed, it probably would be creatures only.
Dissonance - That's very cool. Seems good, but fair?
I'm with thewarden on Banish the Impure. It's blacker than white (and probably undercosted for constructed), and really reads "WW: scry 2", which is a problem (back in mirrodin, the scry 2 cards very often would get cast just for the scry).
Pursuit is SO out there. I don't think anyone can evaluate it without seeing what it actually does to a format. It is, however, rather math-y.
Learned presence is certainly possible, but I don't think it's an uncommon. It's just too kooky. It sounds like one of those "responses to fix standard" card.
Discordant bolt is DEFINITELY way, WAY strong. It's easily several times more powerful than Tribal Flames, for starters. I wouldn't cost it anything under 4 mana, and even that seems pushed: It's not hard to think of a scenario where it deals 7 damage on turn 4
Dissonance, also mathy, but definitely an intriguing idea. I like it, even though I don't like the weird lifegain shenanigans responses that will occur.
Banish could be a black card, couldn't it? I had forgotten about Horobi. I'm not sure about it's wording being wrong though, as there is little precedent. I intended it to be case for just the scry cost if needed, which is why the double white is there. I could see it costing 1WW to be safe though.
Pursuit is probably the hardest of all these to evaluate, as it does bend if not break greens pie. But that's why I offered it. The idea actually came from red creatures like Cunning Giant, but I felt if it where re introduced, it might make more sense in green.
Learned Presence started as a higher costing Enchantment, but I turned it into an instant to make it fit into this group of cards. I think it works better as an enchantment.
Discordant Bolt has a mistake. I meant for it to only target creatures. There, I think it would be fair but powerful removal in draft.
Dissonance I think is the least out there and probably the most fair, as sorcery speed restrictive removal at one isn't unprecedented.
These are very good and interesting ideas. Certainly they could be more refined, but as creative cues they are fantastic.
Maybe Pursuit could be like this:
